Thought this article might be of use to clubs with no power at their
boathouse (like ours), but need to charge batteries for launches,
bowlights, etc. It describes how to build a solar "power generator"
for less than $300.

Talk to the high school first and find out what their club sport requirement are.
At the very least, you will need to show proof of insurance, have a schedule of training and race days/times, and a coach that can pass the back ground check. You will also need to let them know the cost.
The school will most likely handle student eligibility and forms. Each state has requirements for student atheletes and their coaches (training clases, first aid).
Good luck. High school club sports is a pain compaired to regular club sports. Lots of regulations and limitations, but ulitmately, worth it.

We train all youth aned adult sculling beginners in quads. They are then transitioned into rec style boats. With this degree of stability and flotations we do not feel that jackets are needed since a launch is nearby at all times. Lifejackets would be very difficult to wear in such a situation in any case. An ordinary row boat is a different thing and jackets could be used with no real loss in mobility.
We try to be an inclusive club and a majority of our rowers do not know how to swim when they start our program. In the fall we spend two days a week learning to row with PFDs on and two days a week at the pool learning how to swim. Once the rower has passed the swim test they can leave their PFD with the coach instead of wearing it.
We require that all single scullers take an inflatable PFD out in the single, usually attached to the rigger and stowed behind the footboards. All coaches must wear a PFD while operating a launch or when at the helm of our training barge.
Our swim test consists of jumping in the deep end and staying submerged for 5 seconds, swimming the length of the pool and back, treading water for 10 minutes, and putting on a PFD.

At our program we only require a pfd in the launch(no matter what). To be in a shell you must have passed the swim test. No matter what.

We too require PFD's until they pass a swim test. So far we've only had a cox who couldn't pass the test. Our swim test includes donning a PFD while in the water. And we carry, in the coach's launch, PFD's for every rower.
