Here at the NRRA we have 2 parent chaperones on each bus. At hotels we have 2-4 depending on the size of the trip. I'm not aware of any laws on the books.
As far as liability goes. Our insurance covers all employees AND volunteers of the organization so a coach and a parent have the same coverage. Check with your insurance company.
One other thing we do around here is compare with the public high schools. They usually have a good handle on the state regulations. Sometimes they go overboard (no pun intended) as school boards are apt to do.......
