We set a minimum age at 12 only because the kids need to be big enough to carry the equipment safely. We have allowed younger kids when they are motivated and have good attitudes, but the size becomes an issue when they can't progress as quickly as the older kids. That said, some of our best rowers are 12 years old. They row singles and can put the others to shame with their technique.
Our program starts everyone in singles. Once they have become proficient with maneouvering the boat, balancing and can row with confidence and power, they progress to the doubles and quads. We will put them in sweep boats only after they demonstrate good timing in the quads. Our boats rarely have set issues and the speed that they learn sweep rowing is amazing. The problem is convincing them that sweep boats are fun too.
This allows a small club the ability to row all levels of rowers during the same turnout and keeps the frustration to a minimum. Of course you have to teach flip drills but that can be fun.
