In regard to coaches being liable, a high school rowing coach can
get insurance from the National High School Coaches Association. For
a mere $100 annual membership, they provide a great deal of
liability coverage and more. I asked them about rowing coaches and
they said they "cover any high school coach."
Here is the link to their website: http://www.nhsca.com/index.php
Just go to Membership / Insurance for more info.
