Our club has an application process that the Board of Directors oversees. The application is turned into the Finance chair who makes the recommendation to the Board. I never get involved in the process as a coach.
Once a scholarship is awarded, everything is transparent. The Board expressly forbids the imposition of additional duties on the recipient; to do so would reduce the in-kind grant status to a de facto work/compensation scenario, expressly forbidden to scholarship programs.
We also do not publicize the names or number of scholarships awarded. The total amount is listed in a line-item in the annual budget.
We have a few members who sponsor a rower. They are linked up at the start of the year and are treated as any other accounts receivable over the course of the three seasons.
Hope this helps. This can look like a thorny problem when you first start, but the results are well worthwhile.
