Our club has an active scholarship program. We score the application. If the total points are below a certain number, they get the scholarship, over it, they don't. Also, the scholarship is for a season and is available only to members in good standing. Scholarship recipients are expected to give extra volunteer hours.
When we used to give scholarships to new members, no one who asked for a scholarship continued rowing or contributed to the club in any significant level.
