Well this new proposal is an "Amateur" program, so even the 19&O audience that might participate in those classes is cut in half, because it eliminates all of the trainers from being eligible.
 
I'll always remain a proponent of state 19&O programs rather than national ones. 19&O simply works better in some states/regions than it does in others.

Oh I forgot that being by an Amateur program, it would eliminate trainers. And I agree with you on making the classes a state program instead of national. I...
