No one gives in writing. All they do is promise presidential level security and ensure that they`ll do everything possible to take care about the players. Thats as much as anyone can do.
The reason IPL isn`t in india right now, is that the government has employed security forces to guard the voting sites + the politicians. So they weren`t in a position to provide further security personnel for IPL as it would have put a lot of pressure on the security forces. IPL is a big tournament with international cricketers involved, so the security has to be as good as for any big international tournament would have.
Its a indian domestic tournament with internationals involved, similar to county cricket on a much much larger scale. Doesn`t need to be compared with any other format or level of cricket. So a fan has every right to watch or not watch it :)

Think about it, I suspect every host nation puts in writing everything, just as I'm sure Pakistan wrote it all out for Sri Lanka. Doesn't mean it won't happen.
Now that I've taken the piss, feel free to read again what I wrote.
I agree that they can't guarantee it, which is what confuses me. Why say one thing about one place and not the other when they are right next to each other. Granted, no one has been killed in India by nutters while trying to play a test match, but still, India is just next door.
So my point is it should be played in all four or none. The decision to strip Pakistan should be left until later.
And I'm still confused about the IPL. It is either safe or it isn't. There is either a threat or there isn't. And if there is one now, to say there won't be one next year is as silly as the ICC stripping Pakistan of the WC now.
But in all of this, the good news is I'm not that fussed as it isn't real cricket :-) I'm just confused as to the decision making of the ICC ... nothing new there then.

As much as I agree with this, along the lines of safety, I'm not too happy that they decide such a thing so soon ... 2011 is a ways away. Likewise, I'm not sure I understand the logic of there being bad guys in Pakistan who, if they have it in for international cricket, aren't capable of travelling to the other three host nations. They seem to think it possible regarding the IPL ... I wonder if it will now be called the SAPL?
If they were to strip the lot, that would at least make more sense. It would of course be very wrong, but it would make more sense to me.
