It would probably be in Gazza's interest to form a limited company and offset the leasing costs against tax. I believe there are beneficial capital gains and corporation tax implications, too. However, he should watch his level of private use of the shirt as this could count as payment in kind.
My previously-uncontested figures for Gazza's number of runs, over the years, (viewable via the website Stats page) are:
2001: 266
2002: 291
2003: 318
2004: 347
2005: 376
2006: 407
2007: 437.
If his 2006 figure was correct he would have to have done 93 runs in '07 to qualify for his shirt by the end of the year. I suspect he may have hit 600 with K&A during '07, but that doesn't really help.
This seems like a sensible solution, but would obviously require some sort of formal leasing agreement to cover regular maintenance, upkeep, depreciation etc.
While I admire the positive attitude, we must not lose sight of the most important issue at hand – i.e. who can we blame for the cock-up!

Perhaps you could consider the shirt as a loan until the requisite number of runs are done, which, according to my calculations, based on your rate over the last six years, will be about 14th March 2010.
The stats are probably quite accurate (at least in my case) but having just got my BH3 500th run sweatshirt at Priddy recently and having 437 runs in the stats list I face the prospect of doing the difference of 63 runs to justify the award! 63 runs out of duty have to be faced.
