Was someone organizing a Tet Rally this year? I remember hearing about
it at the fall meeting, but haven't heard anything since. We are a
newly forming club, but we are in a good location for a Tet Rally, and
we have a group of kids interested. We would need help from another
club to organize it, but we have a facility, and we are 2 miles from
Johnson State College with a pool for the swimming portion.
There is a good discussion going on about coaching on the DC Digest, I
recommend all DC's join in and feel free to copy and re-post more
information on our digest for all to see.

I think part of the whole idea of no coaches stemmed from the days that HM
supervised the warm-up areas and they were "on the look out for
unauthorized
assistance!" At one of the first Champs I attended there was a huge issue
during awards because a Dressage HM Judge wanted to give points for
unauthorized assistance because someone watching the ring spoke to the
rider.
Thank goodness we are beyond that now, I hope! I mean how much
assistance can a coach actually give, beyond basic reminders and a
smile to
head into the ring with at the last minute. Anyway, it has been the
practice that at open competitions we play by the rules of the open
competition.
So to simplify, as I know a few like me to make it very clear.
When a rally happens in the framework of a recognized competition, for the
competition phase we follow the rules of play and standard practices for
competition. We ask to be stabled separately and still don't allow parents
and strangers in our barn area, but outside the barn is all neutral
territory.

In an attempt to combine resources; lets publish what our clubs needs
are for ratings (D3 thru C2). Any interested in upper level ratings
should be contacting Kathy McGinnis (Plumbrook PC) or myself.
I think it would be really good for our smaller club members to have
the opportunity to rate with others and it would save us all duplicate
effort of organizing preps and ratings. As people put there ratings
interest out on this Digest; I'll organize them and post them all in
one spot.

Dear RS's,
The 2009 Horse Management Annual Newsletter has been posted and we
wanted to give you a brief amplification of its contents.
New in Horse Management for 2009:
Required Equipment List - Equine First Aid Kit: a scrub with
antibacterial properties will now be accepted along with
antimicrobial and antiseptic. This means that a liquid soap with
antibacterial properties will now be accepted, and up to 1/3 of it's
contents may be added water to create a sudsier scrub.
Leather tabs on peacock stirrups: while recommended they are not
required.
Competitors who are rated C+ or HB will compete at the C2 level in
Horse Management at rallies. (This is a repeat from 2007 and 2008)
Portable music devices such as iPods and MP3 players are allowed in
the stable areas and should be used docked to speakers. Earbuds
and/or headphones are a safety hazard and if used may only be in one
ear. Completely blocking your hearing in the stable area is very
unsafe, if earbuds and/or headphones are used one ear should remain
uncovered.
Longeing (HM11b): In addition to the list of "Individuals Authorized
to Longe": Any competitor C3 and higher, regardless of age, the adult
owner of the mount, or an adult designated by the owner, please add:
At the discretion of the Chief HM Judge, any competitor may longe
their own mount directly supervised by a non-competing adult approved
by the Chief HM Judge.
Note: While longeing is inherently dangerous we are trying to make
provisions where a lower rated competitor who regularly longes their
own mount can do so at a rally under the direct supervision of a
parent/guardian, chaperone, club DC, or other non-competing adult
who will vouch for their competency. The competitor must still meet
all the attire and equipment safety guidelines required by HM11b.
Rope Halters: Horse Management recognizes both the popularity and
potential uses for rope halters. For safety, every halter used in
Pony Club activities must fit well and either be made of leather or
have a breakaway device. Should members choose to use rope halters, a
hemp twine or leather loop, tab, or section shall be added to provide
a breakaway feature. The halter must be appropriately fitted as
described in the HM10b "Halters" in the Horse Management Handbook and
Rules For Rallies. Particular care should be paid to the noseband
which is often generously sized on rope halters. Halters intended for
training purposes are not designed for stall or tying use and should
not be used as such.
Note: bottom line - every halter must fit and must have a breakaway
feature.
Short-shorts, a definition: 'Short-Shorts' are not allowed as
appropriate attire for rallies under Horse Management rules HM15 b
and HM18 a (and does not apply to Tetrathlon approved attire). To
give everyone a clear, simple way of determining if shorts are too
short, we are going to use the ' Fist Test'. Many schools in the
United States have instituted this method as their standard.
Fist Test for Shorts at USPC Rallies: The competitor stands up
straight and points their fingers to the ground, then makes a fist.
To be acceptable, the hem of the shorts should fall at or beyond the
end of their fist, no shoulder hunching allowed.
HM Scoring For Teams without a Stable Managers (3 or 4 Rider):
At the discretion of the Regional Supervisor and rally organizer, it
is possible to have a three or four rider team without a Stable
Manager. In those situations a `Ghost Stable Manager' should be
created to carry the Required Equipment and Daily scores.
Note: We had a few instances where the RE and Daily scores were being
divided amongst the riders and ghost rider, therefore creating a
fractional penalty to the short team. The newsletter shows an
example of how this scoring should be done.
Rally Reminders:
Please keep your jewelry at home. HM rule 18a (amplification) says
the only jewelry you are allowed to wear at a USPC activity are Medic
alert bracelets and/or necklaces, watches, wedding bands, and/or stud
earrings. Specifically not allowed are dangling earrings and
jewelry/piercing of any kind in the airway (nose, lips, tongue, etc.)
or facial piercings.
Please dress appropriately for USPC rallies and activities. HM rule
18a (amplification) says competitor attire must be safe, appropriate,
neat and in good repair. It also states shirts must cover the
shoulder (to the point of shoulder – no tank-tops), and also cover
the midriff (no bare midriffs). These dress requirements are in
effect the entire time a competitor is on the competition grounds.
Note: the above is also true for HM staff.
Reminders For Rally Organizers:
USPC Intent To Rally Notification Form - is now available online at
http://hm.ponyclub.org - under "CHMJ/HMO" tab. This notification must
be sent at least four weeks before a qualifying rally occurs and the
Chief HM Judge must be selected from the Current List of Nationally
Approved CHMJs or the region risks the rally not being considered
qualifying.
Required Equipment Amplification is now available on the Horse
Management website, http://hm.ponyclub.org under `Rally Resources'.

To help improve the rally experience for all members it is vitally
important that you distribute and return to the USPC office HM Rally
Evaluations. They are available online at www.ponyclub.org, under

Dear USPC Leaders:
I take this opportunity to update y'all about some of the programs,
projects, and initiatives coming out of Instruction Council. Many of these
topics pre-date Annual Meeting; some topics emerged after our meetings
with
various leader groups in South Carolina. So here goes:
· Visiting Instructor (VI) Program. Theresa Meyer has started a "group" on
the uspcriders.ning.com for ongoing discussion about the VI program. She
also made sure the USPC website has all the correct forms. Don't
hesitate to
contact her as you develop your clinic and camp programs.
· Upcoming Leader Camps. Keep sending to us your ideas of what topics
should
be covered at future leader camps. The latest great idea I have is: how to
set up and empower your member-instructors.
· Horse Management. This committee and eager volunteers took off out the
gate! Ongoing revision of HM Handbook work; and already a very robust
proposal for the *conceptual* Horse Management Specialty rating track.
· Standards of Proficiency. As discussed above, we are carefully
working on
a proposed HM Specialty track as well as several other *conceptual*
Standards of Proficiency. I highlight the adjective *conceptual* because
that is what they are! Nothing is decided or final. I do not have the
authority to make USPC go in any particular direction or in any special
venue. Those decisions will be ultimately to the Board of Governors, with
input from YOU! However, based on several years or months of queries or
recommendations from the membership our brilliant volunteers are
working on
the proposals.
The work on the *conceptual* Eventing track is going well. We also
have the
draft of the Dressage Specialty at the C1 and C2 levels. Still waiting the
SJ Specialty draft for C-levels, but I do not expect to be waiting
long. As
I outlined before, we are simultaneously reviewing how RS and DC's will
implement of C-level Specialty ratings. We appreciate your comments to the
process.
In other Standards initiatives, "Team Western" is moving apace to develop
its Standards of Proficiency track—again, *conceptual* only! I have some
volunteer offers to help me with a "virtual badging" track as well, but no
one offering to be in charge. By the end of this week, I will declare
myself
in charge just to get this group going, because they are very
knowledgeable
and eager.
· On-line "Manual of Horsemanship." Again, I have some interested folks
willing to help with this project, but no one "in charge" yet. I expect we
will see something within the month on this one.
· Accreditation of USPC Curriculum. This is likely a multi-year project. I
will have my first call on this topic next week. Let me know if you are
interested in helping.
· Instruction Manual (on-line). We found the "old" USPC Instruction manual
and realized it was not as helpful as a starting point as we had hoped.
So—the RIC Committee is back to the drawing board on this one!
· Guide for Ratings. D1-C2 Committee is "this-close" to getting a draft to
me for review. I will send it to VP, Regional Administration, and then
present at the spring PAC meeting. After that, we will publish on-line
(like
we did with the 2009 SOPs) and solicit comments from the field.
· Future for Festival 2011. I have our first committee call this week.

It is my understanding that hosting a qualifying rally takes more
effort and last year the hosting club (Beverwyk) was a bit disapointed
in the low turn out. My memory say's there were only 3 qualifying rides.
So, to prevent going to the extra effort when not necessary I
suggested to Kelly (Waechter) that she push back on the members to see
how many teams were interested (and have the resources) to go to the
Championships. If there are no members even thinking about taking
their horse to Virgina than it doesn't make sense to have qualifying
Rallys. But, I believe all it would take is a few clubs raising their
hands to say "Yes!" we have members who want to qualify and have the
ability to get their horses to Virgina. If that happens I think Kelly
is game to make the Rally qualifying.
