Our rides are 'add-hoc' publicised by an E-Mail network of Supporters of the
HBBUG.
We have had to avoid insurance costs.

YarraBUG is planning to become incorporated and also
putting in a Community Grant submission to Yarra
Council. I know Bicycle Victoria looked into
comprehensive ride insurance for BUG's several years
ago, and unfortunately the issue of insurance has
become even complicated since 2001.

Any tips or useful info would be gratefully
appreciated! If you have a lengthly or detailed

Hi to all BUG groups.


The Rotary Club of Bellbridge Lake Hume are running their annual Lake Hume
Leisure Ride.

For details, please check our web page at

This is a choice of 4 rides, all fully supported by the Rotary Club members
from Albury Wodonga, Tallangatta and Lake Hume Bellbridge. In total, we will
have approx 85 marshalls around the courses, sag wagons, lead cars and food
& drink stations.

I am sending this invite to all BUG groups I can find email addresses for,
plus some to be mailed out, I think this could be a great weekend away and
an opportunity to meet other BUG riders from other areas (maybe a good
opportunity to promote the BUGs as well!)

We are also seeking corporate entries, if you are involved in such a group,
could you kindly pass the details on?

yahoo group, how do we get around firewalls/email
virus protection systems seeing yahoo/hotmail etc as
spam?

Yahoo have recently upgraded their email to a 100mb
storage, hence many people are using this service.

These problems must be affecting a lot of legitimate
email traffic and creating communication problems.

Any solutions?

The Melbourne Yarra Leader has a main story on the
Yarra Councils Bicycle Parking Amendment this week.

The comments from Brian Welch, Master Builders
Association are disappointing. A planned council
amendment such as this, is an incentive for better
urban planning at a time when the inner suburbs are
being progressively more car-choked and improved
transport opinions are required.

Homeowners planning a big extension will have to
include bicycle storage space in their designs if
proposed changes to yarra's planning scheme go ahead.

A draft policy to boost bike use in yarra says
extensions increasing floor area by 30 per cent will
have to include secure and weather proof bicycle
storage space.

New residential, retail, commercial and industrial
developments would also have to provide a place for
riders to store their bikes.

Yarra's business would need to allow for one bike
space plus one for every 10 employees.

They would also have to provide showers and clothes
lockers based on the number of employees.

The Master Builders Association has slammed the
proposal as "profoundly disturbing".

"Councils are becoming too invasive. They should get
the hell out people's lives." said executive director
Brian Welch. He said the plan would increase costs and
restrict design possibilities.

"This is a social objective but the choice should be
left to the business owners or tenants. There should
be no law making it a requirement."

Bicycle Victoria praised Yarra for being "on the front
foot".

"It's not very onerous. Secure parking is not that
expensive," said Bicycle Victoria campaign manager
Bart Sbeghan.

Yarra Mayor Kay Meadows said the council did not want
to impose unnecessary costs on renovators. "it will be
interesting to get the community's feedback on this,
that's what these processes are for."

Yarra has a high level of bicycle use compared to
other municipalities.

It is the second most popular destination for bicycle
trips to work in the metropolitan area, after the City
of Melbourne.

On census day in winter 2001, nearly 6 per cent of
people in Yarra rode bicycles to work.

The Bicycle Facilities Local Policy, Amendment C71 to
the Yarra Planning Scheme, may be out for public
comment after a Yarra Council vote tomorrow.

Road rage against cyclists (or at the very least a
misunderstanding and lack of knowledge of the rights
of cyclists on roads), is an area of concern for
anyone who rides. Not only for the sake of safety, but
also for the sake of reducing the stress of riding, if
all road users were aware of cyclists, and their
status as legitimate road users.

The email below, initiated by Mark Higginbotham of the
Victorian Police Prosecutions Division, identifies an
opportunity for any road users, and in the above
context specifically cyclist, to confirm that this is
an important issue, and that some changes and actions
are required.

Please read the email below, respond to Sand Cook
(Executive officer of the review), and indicate your
opinion on any safety issues related to cyclist,In
particular is the issue of minimum distances that
vehicles should have to adhere to when passing
cyclists. Many of you would have been in a situation
of not only being hit, but having the whit's scared
out of you by a vehicle passing too close. These close
calls do not help to encourage cycling, nor
make it as pleasant an experience that it could be.

Please send in any submission OR at the very least
forward this email to AT LEAST 3 other cyclists you
know so that they may have the chance to contribute,
and get a few stories off their chests.

Go for it, let the Govt know that it is an issue, and
we need some changes.

There is a parliamentary committee looking into law
reform that may reduce road rage.
This is an opportunity to improve the status of
cyclists on Victorian roads.
I strongly suggest that you all make a submission,
urgently, to Sandy Cook, Executive Officer of the
Drugs and Crime Prevention Committee.
There is a committee meeting being held on the 21/6
and the discussion paper has already been published.

The agenda of this committee will be more difficult to

I spoke with her this morning and she has had 5
submissions statewide. This will suggest to the
government that it is a non-issue and nothing will
happen.

In most of the states of the US and in most of the
countries of Europe there are prescribed minimum
distances that must exist when a motor vehicle passes
a bicycle.

My experience is that impatient drivers who resent the
presence of bicycles on roads take chances by forcing
their way past when there is insufficient space.
Please tap out an email and send it to Sandy. The
committee wants some sense of the measure of the
problem of road rage and also to design strategies to
reduce it. At the very least let her know, should you
agree,that cyclists are commonly the victims of road
rage that is an expression of the lack of status given
to them by many motorists.

This maybe a tad off-topic for this list, but please

beloved pedally stolen in the Melbourne or Geelong
area.

Bike Thief's end unlocks giant stash
Page 10 - Melb Yarra Leader May 31

City Cyclists have the chance to claim back hundreds
of stolen bikes.

Police recovered the bikes while investigating the
death of a 64-year-old man. He died of head injuries
in February after falling off a stolen bike in the
CBD.

Police checked the man's home in Geelong West and
found a stash of 487 bicycles, plus hundreds of bike
frames, wheels, lights, helmets and other parts, worth
an estimated $250,000.

They believed the man had been stealing bikes since
1994 from the Melbourne CBD and Geelong.

Photos of the stolen bikes will be displayed in the
Victorian Police Centre foyer, 637 Flinders, on
Thursday and Friday (June 3 & 4), 10am to 6pm, and
Saturday and Sunday, 9am to 5pm.

Proof of ownership will be required to claim bicycles.

It is constructed and saved in landscape but for some unknown reason Acrobat
opens it up in the portrait position - maybe cos that is the only way it can
'fit the window'.

I do know Trish and have seen her since the accident but I was not present when it happened. It happened on a Maroondah Bushwalkers ride and the leader of that ride has written a report which I imagine would have gone to BV.
 
My understanding is that the accident occurred on Homestead Road, Eltham, not on a bike path and was probably due to a combination of  the steepness of the road and the wet and slippery conditions at the time.

Boroondara BUG, though much longer established than Yarra BUG, is also unincorporated and therefore not in a position to offer organsied rides.
 
Our solution has been to do just as suggested and to list rides offered by other BUGs, clubs and assorted organisations in our monthly electronic newsletter. It is easy enough to find most of this information on the web and members supply details of some less formally organised rides.
 
As a result while we have over 100 newsletter subscribers the number of financial members is somewhat smaller and the number who attend meetings even smaller.
 
We have come to the conclusion that it is possible to maintain a relatively small group of actvists and get some useful results for cyclists without offering rides but you do need rides to build a larger, more socially active BUG.

Hi,
at YarraBUG, we would like to organise social rides,
but don't have the necessary insurance to cover.

At present the BUG is revitalising itself and is not
incorporated like some BUG's.

Can anyone with experience with insurance/public
liabilty issues please clearly outline what we can and
can't do as a BUG with no insurance?

Currently we are thinking of creating a Ride Calendar
that simply lists bike rides that are Yarra-orientated
or are organised by other groups (ie: MBTC,
DarebinBUG, social rides from the Bike Paths website,
Triple R MTB Rides etc)

Any other ideas or solutions?

Hi

I think that the BUG pdf on the BV site has been around for quite a
while, don't think there were any other links. We could drop Alan
Tonkin a line and ask him to change the pdf to a HTML (web) page,
including links, although there's no reason why the existing pdf
couldn't have live links in it.

I'll contact Alan on our behalf, if you like.

I couldnt find any other BUG links on BV's site.  It seems inconsistent for BV to provide manuals on starting local and workplace BUGs, then to delete their links to existing BUGs!

Hi all,
in Yarra, we have a Bicycle Advisory Committee.

Meetings are held bi-monthly.

Refer to this weeks edition of the Yarra Leader
(29/3), Yarra Council news, page 5 asking for new BAC
members.

Bike rides inspecting road/cycling conditions in Yarra
are often held too, a photo of the most recent ride
(17/3) is included in the article.

Here's details of last years meetings & minutes,
waiting for a 2004 update.

The meetings are a fairly open process, the Town
Planner, Richard Smithers places a large map of Yarra
on the table & people can ask about specific areas and
requests for bike infrastructure. From what I can
gather so far, priority is given to works that cover
safety issues.

Carol Skinner (YarraBUG) is also subscribed to this
list, so she might have opinions as well about BAC and
dealing with the local council.

Dear Julia,
In Moreland we have "Transporting Moreland Forum" held quarterly at which all transport issues are discussed including cycling.
 
Also we have the council's Transport Coordinator who is also the Bicycle Coordinator coming to our meetings so we can have face to face liason. I must stress that this person is also a local resident of Brunswick and a member of our Bug. So he comes to meetings in his own time.
