It’s quite a while since we’ve had a meeting of BUGs. Boroondara BUG currently has a meeting place that should work well for a get together – the function room at the Elgin Inn on the corner of Burwood Rd and Elgin St, Hawthorn. It’s right on the 75, Vermont South, tram line and very close to Hawthorn Station on the Belgrave/Lilydale line.
Chris or Steve from Yarra BUG have agreed to join us for our next meeting on Thursday 12th November and we are hoping that others may be able to come too. They would like to talk about Yarra Bend Park. Other possible agenda items are: naming and signing of off-road trails; enforcing of standards for construction of off-road paths and bicycle infrastructure generally; and making all TravelSmart maps available online from a single site. If you would like to add to this list please feel free.
We meet at 6.30pm for a meal, ordered from the bar downstairs, and start the meeting at 7.30pm.

Really? Well prepare yourself for something new. BFF Art Show,
Sweet Ride artist Robert Cook has created extremely nifty
bicycle-inspired designs that you can take straight from his
drawing book to the tattoo parlour. You might want to talk to
Danny Young, another Sweet Ride artist and well known Melbourne
tattooist about getting them inked. Either way, Sweet Ride will
definitely make an impression. Opening this Thursday 12 November
at 7pm. Open everyday till 29 November at BFF Hub 1000 £ Bend.

In case you haven't noticed, the cycling world can be a bit of a
blokey domain. We are especially aware of this at the Melbourne
BFF because we are in fact, not blokes. Not to say there aren't
blokes involved. We have a number of them on the committee and
occasionally we let them make a decision (!) - but for the most
part, the Melbourne BFF is run entirely by women. Which, it's
clear to us, is why it's so good. So imagine our excitement in
recent times with the proliferation of all-girl activities in
Melbourne's cycling scene. Team BFF was proud to race in
Melbourne's first ever all girls alleycat,

and we're also sweet with the all girl Sugar Spokes

Commonwealth National Bike Paths Fund: Successful projects announced
The long awaited announcements of the successful projects funded under the $40
million National
Bike Paths Project Fund are finally being rolled out around Australia,
generating very good media coverage for cycling. We are happy to note that the
stimulus funding has provided great incentives for local councils and state
governments to speed up the roll out of cycling infrastructure networks.
At the 28th of October 2009, 130 projects have been announced of the value of
$25 million generating more than $50 million of new cycling infrastructure
around Australia. The final figure will be in the order of $100 million this
year! The projects will not only provide local employment but also will play an
instrumental role in encouraging healthy lifestyles, by making it easier for
people to cycle or walk in their local neighbourhood. For all the details of
the projects announced so far click on the link for your state below.
As
further announcements are made, we will update these lists on our website. Why
not send a thank you letter or email to your Federal Member of
Parliament,
the Minister for Infrastructure, Transport, Regional Development and Local
Government and your local council for their vision and commitment to invest
into infrastructure which will leave a legacy for the community and will
encourage and promote healthy and sustainable living. The CPF is committed to
advocate for the continuation of this popular program.
Second Round of Community Infrastructure Projects announced
The Commonwealth Government has announced the second round of the popular
community infrastructure funding which will inject another $220 million into
community infrastructure. This is a key opportunity for Councils who have
missed out on earlier jobs funding but still have cycling projects ready to
roll out and can use Commonwealth Stimulus funding to make those projects a
reality.The $220 million injection into the Regional and Local Community
Infrastructure Program will be delivered as follows:
$100
million is being allocated to all 566 of Australia's councils(565 councils
plus the ACT) on a formula basis ; and
$120
million for larger Strategic Projects will be available on a competitive
basis.
Deadline
for councils to submit a list of projects they will implement with their
allocated funding is: 20th November 2009
Deadline
for applications for the strategic projects is: 15th of January 2010
Momentum to change tax system to encourage cycling is building Research
by the CPF has highlighted that tax incentives are considered an effective
motivation to encourage more Australians to cycle to work. The Cycling
Promotion Fund has made a submission to the Henry
Tax Review
calling for changes to the current tax system including considering tax
incentives for bicycles.
According to the Lord Mayor "people who contribute towards reducing
congestion and pollution and the burden on our health system should be
rewarded". After months of public consultation, the Henry Tax Review panel
is currently finalising its recommendations which will be presented to the
Treasurer by December 2009.
Australian Cycle Tourism Conference, 9th - 10th of November, 2009
Cycle Tourism is growing and a study released this month by La Trobe University
highlights the strong evidence that recreational cyclists are a high yield,
high spending market and one that is predominantly highly educated. According
to the study the average expenditure per person per day using the trail and
staying overnight in 2009 (Easter) was $244, spending significantly more than
the annual average for the region. Please contact the Cycling Promotion Fund if

40m for jobs and cycle paths is a healthy outcome for all
Today’s announcements by the Minister for Infrastructure, Anthony Albanese,
naming the first major cycling infrastructure projects to be funded under the
$40m Cycle Paths Fund has been warmly welcomed by the Australian Chronic
Disease Prevention Alliance (ACDPA), Cycling Promotion Fund (CPF) and Public
Health Association of Australia (PHAA).
This group of organisations shares a common vision and view about the benefit
of physical activity on physical and mental well being and is united in its
support for the funding of these projects that are expected to:
provide
more opportunities for Australians to be active in their daily lives
make
it easier for Australians to replace short car trips with walking and
cycling
fight
the obesity epidemic * create between 500 and 700 local jobs, contributing
to economic recovery
ease
traffic congestion, and * create better urban environments for us all.
The
announcements today for major investments in the Sydney cycle path network ($5.4m)
and Tasmanian projects ($2.2m) follow the release of the latest participation
figures for cycling that show 337,000 more Australians rode a bike in 2008
compared to the year before (ERASS 2009).
Speaking on behalf of the CPF, spokesperson Stephen Hodge said, ‘This
investment comes at a time of increasing awareness of cycling as a great way to
increase our everyday physical activity.’
He added, ‘We don’t need to reinvent the wheel! More bikes are sold each year
than cars … we just need the paths to ride on and thanks to this government
more will be built.’
Spokesperson for the ACDPA, Professor Ian Olver, said, ‘This is a great
initiative for encouraging increased physical activity and an important part of
the broader strategy that needs to be put in place to combat rising obesity
levels in the community, as recommended by the government’s Preventative Health
Taskforce.
'Being physically active, having a healthy diet and maintaining a healthy
weight are all important ways to reduce your risk of developing chronic
diseases like cardiovascular disease, diabetes, kidney disease and some
cancers. The cycle paths to be built will give more Australians a reason to get
on their bikes and keep fit and healthy far into the future.’
PHAA Chief Executive Officer, Michael Moore, cites the positive impact the
cycle paths will have on public health. ‘This investment in cycle paths by the
Australian Government will encourage physical activity in the community and
thereby help to reduce the growing burden on health and hospital systems across
the country,’ said Mr Moore.
‘Improving community infrastructure like cycle paths will bring a range of
health and environmental benefits that will continue for years to come.’
The ACDPA, CPF and PHAA congratulate the government on their efforts to build
health promoting community infrastructure and support job creation through the
Cycle Paths Fund and the Australian Greens, who negotiated the Fund as part of
the Rudd economic stimulus package.
All parties to this statement further urge the Minister to consider expanding
the Fund to an annually funded program so that the benefits can be expanded to
many more communities around the country.

The draft strategy seeks to establish a long term vision for cycling in
Yarra. It details actions and timelines for improvements to the on and off
road bicycle network and other infrastructure (including bike parking
facilities) so Council maximises bicycle use in Yarra.
The draft strategy sets a clear goal for Council to more than double the
rate of Yarra residents cycling to work from 6.4% to 15% by 2015. Hard
copies of the draft strategy are available at the Richmond and Collingwood
Town Halls and at the five Yarra Libraries.
Submissions about the draft strategy must be made before Thursday 22
October 2009. Please forward your comments to Council’s Co-ordinator

Council’s Planning, Environment and Infrastructure meeting will formally

December 2009, from 7pm.

consensus, either through New Market to join the Capital City trail or along
Footscray Rd to Docklands. Picnic half way at Canning Reserve or the Lily St
Lookout depending on the weather. It seems to always rain on my rides so I'm

The Pre-Spon ride for Fast Human Powered Vehicles (recumbents and suchlike or
those with an interest, 60k in a bit over 2 hours)
We depart 8am sharp from Cafe Racer, 15 Marine Parade St. Kilda, (Melway 2P
A10), Sunday September 6 and ride along Beach Road to Mordialloc. We cross the
railway line just after the Mordialloc roundabout and ride along Station St. to
where it ends in Carrum. (Melway 97 C6) We return to St Kilda on the same route
to meet the Human Powered Vehicle "Be Spon" group assembling for the monthly
Come N Try ride to Williamstown. The be-spon ride is already listed on the web

If you can't meet at the start, join us along the way. The scheduled stops are
at the end of Station St. Carrum (9am ish), and on the way back at the Pier Road
Kiosk, Mordialloc, (Melway 92E1, 9:20ish). The ride is on public roads on
bike-popular beach road, you should know how to ride safely and well in traffic
and with other cyclists before attempting this ride.

Roads Minister Tim Pallas will be doing the honours at the forthcoming
re-opening of the footbridge at East Malvern Station. The bridge had to be
dismantled and re-built as a result of the Monash Freeway widening and its lack
has been sorely felt by both cyclists and pedestrians. The opening ceremony is
scheduled for 10.45am this coming Thursday, 20th August.
It would be good to have a strong cyclist presence at the
opening to demonstrate to the minister how important this link in the off-road
network is. It connects Scotchmans Creek Trail and the Urban Forest trail to
the very popular lower Gardiners Creek Path.
Boroondara BUG have been advocating for another link at this
location – a path alongside the Freeway between the bridge and Argylle
St. This would provide yet another option for cyclists coming from the east and
wanting to connect up with the lower Gardiners Creek Path. We believe that it
would provide an attractive alternative to the many cyclists who currently cut
through the golf course rather than use other much more circuitous routes,
hence our working title of ‘Golfers’ Choice Path’. There is
currently a vehicle track in the location of the proposed path so its
construction should not be too difficult.

This Cycling Promotion Fund newsletter includes updates on a number of
campaigns and strategies to encourage cycling and to gain greater Commonwealth
funding for cycling infrastructure and effective interventions to increase
cycling.
The
Australian cycling sector has a comprehensive network of local, state and
national cycling organisations. According to a research project conducted
by the CPF in May there are an estimated 1,115 cycling organisations around
Australia covering urban, regional and rural areas in all states and
territories.
Previously
little information has been available about the range and scope of their
activities, a critical step for us to be able to argue for funded programs to
be made available to the cycling sector. To fill this information gap, we
contacted 800 cycling organisations to encourage them to complete an online
survey. Thank you for those who have responded.
We received 185 responses from a diverse range of organisations around
Australia. The survey has provided us with some excellent information to
demonstrate to Government that the cycling sector plays an instrumental role in
encouraging, maintaining and increasing physical activity levels in the
community and has the capacity to expand those activities.
The
CPF’s Government Relations Representative, Stephen Hodge has been
actively working to expand and strengthen our input at the federal level to
make a stronger case for Government investment and support for cycling and
these survey outcomes have already been presented to senior Government
officials as part of our regular meeting.
It is great
to see that the stimulus package of the Australian Government will boost
cycling investment around Australia in 2009/10.
Regional
and Local Community Infrastructure (CIP)
The Federal Department of Infrastructure, Transport, Regional Development and
Local Government has recently announced the grants made under the Local and
Community Infrastructure program and the CPF is pleased to note that 113
councils have made a commitment to allocate some of the funding received
through the CIP program for cycling and shared path infrastructure.
Last year
the Cycling Promotion Fund (CPF) conducted a national awareness campaign for
this national local government funding program. Every local council in
Australia was contacted by the CPF to raise awareness of the multiple benefits
of creating more cycling and walking friendly communities and to encourage them
to utilise the CIP funding to expand their network of cycling infrastructure
and shared trails.
This has
combined with other efforts from State governments to assist their local
councils to develop bike proposals and achieved some great outcomes.
We
congratulate the eight councils which allocated the full amount of their CIP
funding for cycling and/or shared paths. Their vision and commitment to invest
in local community infrastructure which encourages healthy, active and
sustainable living will leave a long term legacy benefiting the whole
community.
Below are
lists of the cycling and shared path investments from the CIP funding for each
State.
Why not
check out if your local council has allocated some of their funding for cycling
projects and if so congratulate them and keep an eye on progress.
Strategic
Regional and Local community Infrastructure Program
From the $550 million funding for strategic regional and local community
infrastructure projects, $35 million has been allocated for projects which
improve cycling and walking infrastructure. For the list of projects
funded under the strategic regional and local community infrastructure program
$40 million
National Bike Path Funding as part of the Jobs Program
The CPF has encouraged local councils around Australia to apply for funding for
cycling infrastructure under the jobs funding program. We have been positively
surprised by the many inquiries we received from around Australia.
Applications have closed and hopefully the announcement of the successful
applications will be made soon to enable councils to get started with the
projects which need to be completed in 2009/10.
The CPF hopes that this commitment by local governments across Australia
clearly signals to the Commonwealth the growing realisation of the benefits to
Australia and is the start of greater Commonwealth support to local councils to
improve mobility, accessibility and liveability of our communities.
These
three programs alone will result in the single biggest federal stimulus to
fund cycling infrastructure ever in this country and compliment the substantial
investments being made by both State and Local governments across the country.
While our estimates place the likely total federal stimulus at around $100
million and is a good start, a lot more remains to be achieved, especially in
ongoing funding programs. We are actively engaged on a number of fronts to
improve this figure and will continue to inform the sector of our efforts.
Effective interventions to increase cycling
The CPF has been researching and documenting effective interventions to
increase cycling in a range of categories:

and Skill Development
Events
Regular
rides
Social
Marketing
Targeted
Interventions
Community-Wide
Interventions
Policy
and Environmental Approaches
We have made
a strong case to the Commonwealth that a broad range of interventions are
needed to address the individual, cultural and environmental factors that
influence people’s participation in physical activity. There is no single
strategy that works.
Later this month, the Preventative Health Taskforce will release a National Preventative Health Strategy
to make Australia the healthiest country by 2020. Hopefully the recommendations
will include a focus on incidental physical activity such as cycling and
walking to improve the health and well-being of our nation and result in a
boost to funding for effective interventions. Feel free to contact us if

Cycling
Safety Video Clips
A reminder that the cycling safety video clips developed by the Cycling
Promotion Fund and the Amy Gillett Foundation with funding support from TAC,
are available both online
These clips
are available as DVD from the CPF office ($5 dollar charge per DVD includes postage). They are a
terrific resource to be used at displays, schools, seminars and workshops and
information sessions to provide bicycle riders with practical tips to avoid
some common risk when cycling in traffic.
We encourage you all to include a link from your website to the cycling safety
clips. To make it easier to include a link, we have developed web
banners which can be downloaded from our site.
Promotion
and Advocacy Resources
The CPF has
developed a range of resources targeted at people interested in taking up
cycling as well as resources targeted at organisation interested in
promoting cycling and in advocating for cycling improvements and greater
investment.
For not for
profit cycling organisations, a certain quantity of our publications are free.
Keep up the great work in promoting and encouraging cycling. Together we can
