This topic is a very complex one, and it's probably too much for a BUG
to also monitor building developments, let alone advocate for cyclists.
Have you considered contacting lobby groups such as Save our Suburbs
and the Collingwood Action Group? They can provide valuable local
knowledge relating to building developments et al.
