This is one of those issues where the money either goes to the scenic
trail, or to some other part of the country. If the money could be
diverted to a bridge over the railroad tracks in Castroville or
Salinas, that would be one thing, but it can't. If the money doesn't
go to the scenic trail, it goes away.
The trail is almost purely recreational, and provides a fun place to
ride for both local riders and visitors.
Far better that the funds go to a scenic trail than a freeway
somewhere, or bombs.
