As most of you know, I am one of the directors of 1-800-Save-A-Pet.com, a non-profit web-based pet adoption charity. A couple of weeks ago I was contacted by a soldier in Afghanistan who needs help. Cpl. David
Phares of the U.S. Army is a brave man who has been away from his wifeand six kids for seven months now, bravely fighting the real war on terror (you know, the one we never hear about?) in Kabul. Shortly after
he arrived in Afghanistan, Cpl. Phares was befriended by a stray puppywho just wandered up to the gates of Camp Black Horse, where Phares is based. The entire unit adopted this dog as their own, and Cpl. Phares
named him Indy, after his home state of Indiana. It may sound strange to some people, but this dog has truly become more than just a pet; he has become a fellow soldier, a family member, a true friend, and,
perhaps, a little piece of home for these soldiers. Indy has given them just a little bit more incentive to get back to the base safely each night. He greets them with that puppydog exuberance when they return from their exhausting missions-imagine how wonderful that must be to men who otherwise wouldn't have any kind of warm physical contact. I believe it is no exaggeration to say that Indy has helped these men maintain their humanity and their sanity.
Cpl. Phares is leaving Afghanistan in a few months, and he desperately wants to take Indy home with him. He has complied with all the Department of Agriculture's standards-Indy is up-to-date on all his shots and he's being neutered this month. Unfortunately, it will cost
about $3000 to ship him home, and David Phares doesn't have that kind of money. When he contacted me, I offered to help him raise the funds he needs through our organization's website. I don't know about you, but I can't stand to think of this man having to get on a plane home without his faithful dog. By the way, Cpl. Phares' commanding officer, Marine Col. John Wemett, tells me that there is a huge problem with stray dogs in Afghanistan. Since the people there are struggling just to make ends meet, many of them have had to turn their dogs loose, unable to afford another mouth to feed. They roam in wild packs and often suffer quite violent ends. If Indy is left behind, he will certainly face this same fate. Imagine the heartbreak Cpl. Phares will feel if he is forced to abandon his friend to the streets of Kabul.

WILD HORSE ISSUE
As many of you are probably aware, in the appropriations bill that was
signed by President Bush recently, a provision was included that would allow
for the open auction of wild horses older than 10 years or who have been
unsuccessfully adopted out three times. The Horse Welfare Coalition does
not have a position on this but thought you would all like some information
on the subject.
The ACT
In 1971, the U.S Congress passed the Wild Free-Roaming Horses and Burros
Act. This Act provides for the protection, management and control of the
wild horses and burros on public ranges and is administered by the Bureau of
Land Management (BLM). Regulations related to the Act have guidelines for
the adoption of wild horses and burros requiring certain fencing and
facilities and limiting the number of wild horses and burrows a person can
adopt.
THE CURRENT SITUATION
The population of wild horses exceeds the capacity of the habitat available.
The Bureau of Land Management's adoption program been unable to find homes
for excess horses after they are rounded up and offered for adoption. Some
reports state that the health of the horses still in the wild is
deteriorating and more need to be removed and adopted out to maintain the
welfare of the herd. Approximately 36,000 horses currently occupy federal
lands that should accommodate 26,000. Additionally, 16,000 captive wild
horses are being held by the bureau in feedlot type situations of which the
government spends $465 per horse annually to provide care mounting to a cost
annually of $7.4 million per year. Many of these horses are older and
unadoptable. The current regulations regarding adoption of wild horses will
not allow an individual to adopt more than four wild horses and require
certain facilities for the horses adopted.
RECENT LEGISLATION
In 2005 Appropriations Bill:
* Allows captive wild horses to be sold at auction that:
* Have reached the age of 10 years
* Have been unsuccessfully adopted out three times.
* The funding received from these open auctions will be put back into
the Wild Horse and Burro adoption program.
The Bureau of Land Management has stated that there are 8300 horses in the
program that would currently be available for sale at open auction under
this new provision of the law.
STATUS: This provision was included in the 2005 appropriations bill that
passed and was signed by President Bush.

Traveling exhibitions with elephants must file an itinerary detailing the
elephant's stay with the Department of Agriculture and Markets at least 30
days before the elephant's arrival. Each failure to file an itinerary will
result in a $1,000 fine. Agents of the Department of Agriculture and Markets
are authorized to inspect the elephant's living conditions. This bill
establishes temperature and ventilation requirements for the transportation
of elephants and requires that elephants be untethered at least one hour a
day. The bill prohibits use of certain equipment upon elephants, such as
hooks and shocking devices, and prohibits elephant rides. Violations of
these provisions will constitute either a Class D or E felony.

Sorry to need to conflict with Bara Trak 1 in Mason City, but our GMO
is looking for an 'L' program grad or higher to judge our spring warm

Hi, Quadrillers!
Please know that you'll have ample opportunity to compete your
quadrilles at the USDF Region 4 Team (Youth and Adult) Competition
with the Dakota HorseFest show. The day of team competition will be
Friday, June 10, followed by a sport horse division on Saturday
morning and dressage classes (including more quadrille) for the
remainder of the weekend.
The Dakota HorseFest will be held at the state fairgrounds in Huron,
SD. There is also a recognized Quarter Horse and a Paint Horse show
taking place on the grounds that weekend and event organizers are
planning a joint competitors party one night and a street dance party
another night. The prize list will be published in the Central USA
Omnibus or you can get a copy from me. Just email me at
slp4mag@.... Entries are currently open. The closing date is
May 15. We would love to see several quadrilles compete and promise
you adoring spectators!!!

Brief Bio of our clinician:
Lynnda has studied saddle construction at Passier, Kieffer, Sommer,
Stubben, and in England, and opened Classic Saddlrey in 1981. She
has designed all of Whitman Saddle Manufacturing Company's Rembrandt,
Campbell and Avante saddle lines since 1995. In her lecture, she
plans to cover correct fit for the horse including shape of tree,
width of panels, tree width, width of gullet and billeting systems,
as well as correct fit for the rider including shape of tree and how
it affects the riders balance and alignment, leg support, seat size
and tree width. Also covered is horse conformation as it relates to
saddle fit.

Dressage Trainer, Felicitas von Neumann-Cosel is an extraordinarily gifted
rider and trainer. She is an effective and articulate clinician who is also

in her native country of Germany includes being first in her class

Felicitas also graduated with the highest score ever awarded since the

Her vast experience at all levels and her exposure to many of the world's
leading riders and trainers has given her an extraordinary understanding of
dressage training techniques. Felicitas trains and teaches at First Choice
Farm in Maryland - one of America's most prestigious dressage stables and
the home of County Saddlery.
Felicitas emphasizes technique over strength - uses graphic analogies and
exercises to help her students understand the aids. She is the featured
rider in the book "Common Sense Dressage" and was the technical editor for
the English translation of Dr. Reiner Klimke's book "Allerich". In 1992,
Felicitas became an examiner for the USDF Instructor Certification Program
and she is a frequent contributing author in "Dressage Today" magazine.

The Dressage Foundation, formed in 1989 by Lowell Boomer, was housed during its early years in the offices of Boomer's Printing Company at very low cost.
Since 1997, it has been housed in the office of John Boomer Consulting Services, Inc., again at great economic advantage to the Foundation. The move is a part of The Dressage Foundation's Strategic Vision to build assets to the $10-million mark by 2010, locate the offices in a permanent home, and prepare for an eventual management transition, as approved by the Board of Directors in 2001.
Two Housewarming Gifts John and Lynn Boomer have donated office furnishings, equipment, machines and supplies appraised at $11,600, providing a nice "housewarming gift" to the Foundation for its new office home.

result in a $1,000 fine. Agents of the Department of Agriculture and Markets
are authorized to inspect the elephant's living conditions. This bill
establishes temperature and ventilation requirements for the transportation
of elephants and requires that elephants be untethered at least one hour a
day. The bill prohibits use of certain equipment upon elephants, such as
hooks and shocking devices, and prohibits elephant rides. Violations of
these provisions will constitute either a Class D or E felony.

rodeos.

Captive Mammal Protection Act of 2004
introduced 10-7-04 by Sam Farr - basically a canned hunt bill, but read the
wording following and it could be broadly interpreted.
Whoever, in or affecting interstate or foreign commerce, knowingly
transfers, transports, or possesses a captive mammal, for the purposes of
allowing the killing or injuring of that mammal for entertainment or for the
collection of a trophy, shall be fined under this title, imprisoned not more
than 1 year, or both.

Hi Julie! I don't know where Missouri Valley is but I am just north of
Des Moines. I have been coming down to Norwalk some to give some
lessons and I know some other folks around the state. Give me an idea
where your close to I will see if I can suggest someone. :)
Also what level are you riding? That will make a bit of a difference
what you may want to do. I am guessing you're a begginer in the
dressage field or you might already have some contacts.

I am in region 4 and am looking for a trainer near Missouri Valley, IA.
(Within a 40 minute drive).
