2010... remember that there are many rules about competitions that are USEF or
NAJYRC
qualifiers, please look up the individual program your competition is applying
for... for
example, some of these require 2 S judges, etc.

Please help pass this on to show management that you know, so no GMO or company
is
surprised by this april 30th deadline for shows that may be 18 months away.

Dressage Competitions Invited to Submit Applications for USEF/NAJYRC Qualifiers

Lexington, KY – The United States Equestrian Federation, Inc.® (USEF) invites
licensed
dressage competitions to apply to become an official 2010 "qualifying
competition" for the
USEF Dressage Developing Programs and the FEI North American Junior & Young
Rider
Dressage Championships (NAJYRC).

The USEF Developing Programs & the NAJYRC Program include the following:
- USEF National Championships for Juniors, Young Riders, & Young Adult "Brentina
Cup"
- FEI North American Junior & Young Rider Dressage Championships
- USEF National Young Horse & Developing Horse Dressage Championships

Competitions licensed for dates from January 1, 2010 – December 31, 2010 will be
considered at this time. A completed application for each licensed competition
must be
submitted and received by April 30, 2009. Applications received after this
deadline will
NOT be considered. In an exciting development for this year and to streamline
the

Dear GM/PM Delegates and GMO Presidents:

As you know, the proposed fiscal year (FY 2009-2010) budget, which begins on April 1, 2009, was not approved by the Board of Governors during the Annual Convention in Denver. The following motions were passed by the BOG in the context of balancing the FY 2009-2010 budget:

Ken Levy MOVED and Rebecca Yount SECONDED a motion to amend the proposed budget: Resolved by the Board of Governors that: a. The proposed dues and fee increases be struck from the budget; b. Each Council, Committee and USDF Administration budgets shall be reduced by a weighted percent of their budget as compared to the overall USDF proposed expense budget; that for the 2009-2010 budget year, a budget may be adopted that is out of balance to the amount of the depreciation. MOTION CARRIED.

Barbara Cadwell MOVED Gerry Muldrow SECONDED a motion that the national championship be held in abeyance pending further action and that USDF continue to collect the $10 RC qualifying fee and that the $2 that currently goes to the NC fund and interest collected from the NC fund be applied to general revenue instead of accruing in the NC fund.

Accordingly, on January 29th on behalf of the USDF Treasurer, Barbara Tuohino Funk, a communication requesting input to the Fiscal Year 2009-2010 Preliminary Budget was distributed to all USDF Council and Committee Chairs. Attached to the communication were two documents, including a document titled; “USDF Budget Balancing Fact Sheet – Recommendations & Request for Council and Committee Input”, which contains important background information and instructions for input. Also provided was the new “Fiscal Year 2009-2010 Preliminary Budget”.

To keep USDF BOG delegates and GMO presidents in the loop regarding progress being made, these documents are available for review on the USDF Website’s financial page here.

In reviewing these documents, it is recommended that the document titled “USDF Budget Balancing Fact Sheet – Recommendations & Request for Council and Committee Input” is reviewed prior to the Preliminary Budget because it puts that document in perspective. The posted Preliminary Budget dated 1/23/09 is a working document and provides important information, but the end goal is to show a balanced budget (no operating loss) when the budgeting process is finalized for the new fiscal year which begins on April 1, 2009. The approach being taken is to balance the FY 2009-2010 budget without imposing general dues or fees increases, but instead by reducing expenses and finding new revenue sources.

ATTENTION HORSE OWNERS!

The 2008-2009 winter in Michigan has been unusually cold with temperatures well below freezing for many days in a row.  This extreme cold weather can be particularly dangerous to animals that live outdoors and the MSU Veterinary Teaching Hospital is reporting an increase in the number of animals presenting with starvation and exposure-related problems.
 
During the winter it is imperative that you monitor your horse¢s body weight by putting your hand on them frequently! 
 
Furry coats make visual assessment of body condition impossible - the ONLY way you can assess your animals condition is by touch.
 
As temperatures continue to remain unusually cold, it is important to remember that your animals require MORE calories to maintain body temperature and body weight.  Once an animal¢s body condition has deteriorated it may no longer be strong enough to eat enough food to survive.
 
Remember older animals with poor dentition and young animals may require more feed, and be fed separately from other horses to ensure adequate intake.
 
Points to remember!
 
1:  The average inactive horse needs to eat 1.5 to 2 percent of its body weight in food per day to just maintain weight without any other energy demands.  In the winter, the amount needed will increase as the demand to keep warm will increase the amount of energy the horse expends. 
 
This means that the average 1,000-pound horse in good condition needs at least 20 pounds of hay during normal weather and may need as much as 35 to 40 pounds of hay and grain products during cold weather. 
 
If your horse is considered underweight, the amount of feed needs to be calculated based on his ideal weight, NOT his current weight.  While hay diets are ideal, certain animals will require grain, complete feeds or fat supplements to maintain body weight.
 
2:  Separate young, old or debilitated horses as the dominant horse will frequently eat most of the food provided, resulting in some horses being healthy and others facing malnutrition.
 
3.  Blankets and shelters will help decrease energy demands.  However, remember a blanket hides the body condition so it is important to place your hands under the blanket and remove it at least every week or so to assess body condition.
 
4:  Old horses with poor dentition (teeth) may require COMPLETE PELLETED FEEDS* that are easily broken down, as they may be unable to adequately chew fiber (hay). For the average horse that should weigh about 1000-pounds, at least one-third of a fifty-pound bag needs to be fed daily just to maintain the body weight, and more will be needed if severe energy demands are present.
 
5:  Water intake is also very important during the winter.  Many horses will suffer from impaction colics due to inadequate water intake.  Older horses may require the water to not only be frost free, but warmed due to older horses having sensitive teeth.
 
6:  Remember, during extremely cold weather, to provide extra (free choice) hay, as this will generate more energy and comfort than just increasing the grain (concentrate) portion of the diet.  Just the physical aspect of moving and eating will make the horse more comfortable.  The hay fermenting in the large intestinal tract will generate heat and finally, the horse will utilize the calories absorbed from the feed.
 
Body condition score- The body condition scoring (BCS) system is based on a 1 through 9 scale and is designed to assess a horse¢s overall condition.  Horses with a BCS less than a 4 are at increased risk of hypothermia and starvation, especially when the weather conditions cause an increase in energy demands just to maintain weight.  If an individual is already thinner than desired (BCS < 4), they will not have adequate body mass (fat) to help with insulation from the cold or provide a supply of energy when the diet is lacking and demands are higher than expected.
  
To determine your horse¢s BCS you must touch your horse, especially in the winter, as winter hair hides a horse¢s true BCS, often until it is too late to successfully correct the weight loss.  Feel over the ribs, neck, shoulder  area, mid-spine, hips and tail head.  If your horse¢s ribs over the widest part of the barrel are easily felt with little or no tissue between the skin and ribs, the BCS is below 4. This horse is suffering from malnutrition and is at a high risk of hypothermia when the temperature drops, particularly if the wind chill is high and little to no shelter is available.

*A COMPLETE PELLETED FEED is a product that contains at least 15-percent crude fiber and can be fed as the sole source of nutrition for horses.  Horses that are routinely fed a complete pelleted feed are senior horses that are lacking teeth or have severe dental problems.  A complete pelleted feed can also be used as part of the diet when hay is in short supply (a hay extender) or fed to horses that have certain digestive disorders.

CEM Outbreak and Canadian Restrictions

 

In December 2008, the Kentucky Department of Agriculture announced that a Quarter Horse stallion tested positive for Contagious Equine Metritis (CEM), a foreign animal disease not found in the United States , during routine testing for international semen shipment.  Contagious Equine Metritis is a transmissible, exotic venereal disease in horses which usually results in infertility in mares and, on rare occasions, can cause mares to spontaneously abort.  Infected stallions exhibit no clinical signs but can carry the CEM bacteria for years.

 

A full epidemiological investigation is underway to locate, test and quarantine any potentially exposed horses.  Currently a total of nine stallions have been confirmed positive for CEM, four located in Kentucky, three in Indiana, one in Wisconsin and one in Texas.  The Indiana and Texas stallions spent time on the central Kentucky premises during the 2008 breeding season. The Friesian stallion from Wisconsin was not in Kentucky , but was co-located during the 2007 breeding season in Wisconsin with one of the CEM-positive stallions that was on the Kentucky premises in 2008.


In addition to the 9 positive stallions, the locations of 374 exposed horses have also been confirmed. The total of 383 horses includes 51 stallions and 332 mares located in a total of 42 States. The 51 positive or exposed stallions are located in 12 States, and the 332 exposed mares are in 39 States. There are 97 exposed mares and 1 stallion still actively being traced.  All of the horses that have tested positive for CEM and all exposed horses that have been located are currently under quarantine or are on a hold order.  Testing of all associated horses is underway, as well as treatment of those found to be CEM positive. 

 

Because of this CEM outbreak, Canada has imposed additional restrictions on horse imports from the U.S. into Canada .  Additional certification for horses (including Canadian horses returning to Canada but excluding horses for immediate slaughter) will be required on all U.S. export health certificates issued after January 19, 2009 and for Canadian horses exported to the U.S. after January 19, 2009 and returning on a Canadian health certificate.  The new certification statements are reflected in point 4 and 5 of the protocol. At the present moment, the import permit for the U.S. origin horses is not required, except for the horses from Florida where it is still required because of the recent Equine Piroplasmosis situation.

 

Points 4 and 5 of the protocol read as follows:

 

4. The horse(s) have not been on premises where T. equigenitalis has been isolated during the 60 days immediately preceding exportation to Canada or a premises currently under quarantine or investigation for CE M. Any female(s) in the shipment have not been bred naturally to, or inseminated with, semen from a stallion positive for CEM, or a stallion resident upon a positive premises or under quarantine or investigation for CEM  

 

5.  Showed no clinical signs of CEM on the day of inspection.

Additionally, for Canadian horses returning to Canada on a Canadian health certificate, a supplemental certification document with the above mentioned requirements will be provided by the CFIA endorsing office when advised of intended return. The supplemental certification will need to be attached to the Canadian health certificate after completion and endorsed by USDA before return of the horse(s) to Canada .

Canada is also aiming to have new import requirements for horse germplasm (semen and embryos) implemented in the coming weeks.

Due to some availability issues, the Kansas City Dressage Society spring show will now be in the Hale Arena and the Exhibition Hall, with the new Bass warm-up arena in Kansas City, March 14-15 (one week earlier than previously advertised at the USDF convention).  Please help disseminate this information so everyone has the new dates, as this is just 7 weeks away and still an excellent opportunity to compete early in the season in an indoor facility at a major metro area in Region 4.  I do not think the USEF web-site has been updated yet, but will shortly, I'm guessing.  Until then, I would recommend directing questions to the KCDS president, Janet Blauvelt -- jb@....  When I receive any further updates I will share them through the Region 4 listserve.  I heard that Lloyd Landkamer did a yeoman's job pulling the Central USA omnibus from the printers so the new dates could be added in the omnibus that gets mailed to all USDF members in regions 2 and 4.  Thank you, Lloyd!

FYI--Columbia Dressage & Combined Training Association and Kansas City Dressage Society have had preliminary discussions about the possibility of bringing Mike Matson out to Missouri for his ride to music clinics.  In these clinics, Mike provides a huge variety of music, helps riders find their appropriate beats per minute for each gait, and then riders get to try out all sorts of music.  Mike is the first to say he isn't a choreographer (like Karen Robinson, who will be doing a clinic in Region 4 this spring for Dakota Dressage & Eventing; contact Joann Messersmith at joann@... for info on that clinic).  Mike and Karen are really talented at what they do and, knowing both, I think I can emphasize that they enjoy making the ride fun and unique.
 
So, don't be shy!  Submit your videos and plan to come to the freestyle-related clinic near you!!

In Search of North America's Next Dancing Dressage Stars
 
Freestyle designer Karen Robinson ( www.applausedressage.com ) and Mike Matson ( www.equimusic.com ) are In Search of North America's Next Dancing Dressage Stars. A total of $1,500 is awaiting the winners: $1,000 for first place, $350 for second place, and $150 for third place. Those placing below third place will get music selected by Mike for their next freestyle.

Interested? If so, here's what you need to do.

1. Submit a video of a freestyle you performed between January 1, 2009 and September 1, 2009. Submissions must be postmarked no later than September 15, 2009. Only one submission per person is allowed.

2. As this is a search for up-and-coming horse/rider freestyle combinations, only First, Second, Third, or Fourth Level USDF Freestyle performances are eligible. For Canadian entries, eligible freestyles have to be at the equivalent levels of the USDF freestyle levels. With your video include a judge's signed copy of the freestyle test you performed. Only individual freestyles can be entered.

2. Include with the video your name, contact information, your horse's name, age, and breed, and the titles of the music you used in the freestyle.

3. Mike will select the top performances which will then be posted on YouTube by November 1, 2009. The winner will be selected by YouTube viewers. Your name, your horse's information, and the music information will be included in the YouTube description. The first place winner will be the one receiving the most "First Place" votes in the YouTube "Comments and Responses" section, on the Ultimate Dressage Bulletin Board (UDBB), and on the Chronicle of the Horse (CotH) Dressage Forum by midnight on November 30, 2009. The video receiving the second largest votes for "First Place" will place second, and the video receiving the third largest votes for "First Place" will place third. Each registered YouTube, UDBB, or CotH vote will only count once. Mike will announce the First, Second, and Third place winners and contact those individuals to mail them the checks - just in time for holiday spending!

When you are ready to send your video, contact me Mike via his web site for mailing information. Only digital videos in PC/Mac compatible formats will be accepted.

Lastly, don't think a First or Second Level freestyle can't be as good as a Third or Fourth Level freestyle. It's all about the MUSICAL PERFORMANCE! So don't hesitate to send in First or Second Level freestyles. The 2008 winner was a Second Level Freestyle!

the show ring in 2009.  Destine is owned by KCDS and MASA member Dr. Deb
Davenport.  Destine has won Regional Championships as well as numerous USDF All
Breed Awards.

Cute idea!  Something our GMOs may wish to do, too.  The Minnesota High School Equestrian Association is very active and has done an excellent job promoting the USDF high school dressage pin program. It is nice to see the dressage riders (including, I believe, member(s) of Region 4 NAJYRC team) right there in the mix of all the other equestrian sports.

Next time an e news comes out, can you highlight the fact that the
Region 2 2009 Championships have had a date change?  USEF did this
along with its usual rectifying of the calendar.  This put our RC on
top of the Lamplight USEA championships, so they moved Region 2 to
October 1-4.  I am getting queries, so we need to start publicizing
this.  I will get it up on our Region 2 website, but anything else you
can suggest would be very welcome.

  5.  Rev Proc. 2009-8:  New User Fees for Exempt Organization Matters

Remember to use the new mailing address when filing Forms 1023, 1024, 8734, and 8718.  If you mailed a form recently, the Postal Service will forward it to the new address

  7.  Rev. Proc. 2009-13: Qualification to File Form 944, Employer's Annual Tax Return

Form 944, Employer's Annual Federal Tax Return, permits certain employers to file employment tax for the entire year rather than by quarters. The IRS has issued new procedures for employers to request notification of their qualification to file Form 944. 

The Revenue Procedure also sets out procedures for employers who wish to file Forms 941, Employer's Quarterly Federal Tax Return, instead of Form 944 for tax year 2009.

  8.  Notice 2009-1: Special Rule for Section 529 Plans for 2009

In response to concerns caused by the recent conditions of the financial markets, this notice amends the provisions of Notice 2001-55 to permit a qualified tuition program to change the investment strategy selected for an account twice per calendar year (rather than once per year) for 2009, as well as upon a change in the designated beneficiary of the account. 

It is expected that the final regulations will incorporate this special rule for 2009.  Public comments on the matter and any other other comments on section 529 are invited.

A question came up at the USDF convention about regional availability of licensed judges and technical delegates.  This information is published in the USDF Directory, but because it has to go to print during the summer, sometimes additions, promotions or contact information changes are not reflected there.  I pulled this information from the USEF licensed officials search list for both dressage and eventing national competitions.  Several TDs also will offer reduced rates or fees, so check the USDF web-site TD coop list for that (and please ask when you call for availability, as that list can fall behind, too).

I just learned that 'r' dressage judge, Rebecca Rigdon, will be leaving
Freedom Hill Stables in Olathe, KS to join Stephan and Shannon Peters
as their assistant trainer at Arroyo in Del Mar, California.

I got to know Rebecca when she accompanied her students, Jena and Tessa
Dick, when they represented Region 4 on our FEI junior and young rider
teams at the North American Young Riders Championships in Lexington, VA
in 2007.  We will certainly miss her in Region 4 but heartily
congratulate her on this absolutely wonderful opportunity!  She has
worked very hard for this and we wish her all the best!

In the next three months we will feature articles and free webcasts on best management practices for horse facilities, pastures and manure. Dr. Jenifer Nadeau from the University of Connecticut leads the webcast series with an Introduction to Environmentally Friendly Horse Management on January 13th at 7 p.m. EST. The majority of horse owners enjoy spending time outside and are concerned about the environment. "This webcast will provide a variety of ideas about ways in which horse owners can help protect the environment in regards to pasture management, manure management, runoff management, stream and riverbank management, and facility management," says Nadeau.   • Keep manure and manure runoff away from water sources.
  • Consider the contour of your land when planning manure storage or spreading manure.
  • Don't let a manure pile stand in the same location for more than a year before spreading or removing from your property.
  • Keep your manure piles out of your neighbor's view.
  • Keep manure piles away from stable and pasture areas.
  • Pick out manure from small paddocks.
  • Don't overstock your pastures!

Please take a look at the attached file (which I will post at www.yahoogroups.com/group/USDFRegion4 under FILES > COMPETITIONS).  It will also be posted on the USDF web-site shortly. Some further explanation regarding what this represents from the working group (see listed below) which developed these levels follows.  You will notice that the Chairs of the USDF Competitors, TD, and Competition Management Councils, and Regional Championships Committee plus well known dressage enthusiasts with much experience have worked together to try to make these potential levels as fitting for the US dressage scene as possible.  Nothing is definite yet and your feedback is strongly encouraged.  Send any questions or feedback to standards@... starting tomorrow (January 9, 2009).  Hopes are that including Opportunity Classes will make the transition from schooling shows to licensed competitions easier and less expensive.  The goal is to increase participation in our wonderful sport. Feel free to discuss via this listserve, too.  Thank you!

"In 2006, the  USEF Board of Directors approved a rule change requiring "levels and  ratings" for Dressage Competitions.  The effective date has  been delayed until 12/1/09 to allow time for development of criteria and standards. The purpose of this rule change was to evaluate  competitions for re-licensing using appropriate and fair criteria  for each level and rating. [In other words, a small regional competition shouldn't have to meet the same criteria as a regional championship or a  high performance qualifying competition.] As the Dressage affiliate  organization of USEF, USDF was directed to propose criteria for Dressage  Competitions. Early in 2008, USDF appointed a working  group to develop a system for  dressage levels/ratings. The attached chart, recommending five levels of Dressage Competitions, was approved in principle by both the USDF Executive Board and USEF Dressage Committee at the recent USDF  annual convention. Now we are asking for your feedback in order to further refine the proposal.

The chart  lists five levels of Dressage Competitions, Levels Three through Five are already in existence and already require separate applications and criteria from USEF and/or USDF. Level two includes most of the current USEF-licensed/USDF-recognized Dressage Competitions. Level One would be a new, lower level of competition which we hope will encourage new competitions in areas which cannot currently afford to hold licensed competitions. The big incentive for Levels One and Two would be the introduction of Dressage "Opportunity" classes. Such classes would not require either USEF or USDF horse IDs or rider/owner memberships, however scores from these classes couldn't be used for national  awards.

As shared on the Region 4 home page, participants at the Region 4 meetings at the convention selected the Leatherdale Equine Center at the University of Minnesota as the location for the USDF Region 4 adult clinic this coming fall.  Stay tuned for more information about our clinician, Charlotte Bredhal-Baker, and how to register or apply to ride in the clinic.
 
Soon I will have exciting information, too, about a Region 4 educational symposium and fundraiser that will give us a 'taste' this May of this wonderful equine location in our region . . .!

About Amy:

Amy trains and teaches through the FEI levels and is a nationally recognized trainer, coach and clinician.   A talented rider, Amy also is a gifted teacher.  She has the ability to work with riders of all levels and is a patient mentor to all.  

2008 was a special year for Amy and her students...two students completed their USDF Gold Medals, two completed their USDF Silver Medals and one completed their USDF Bronze Medal.  In additon, students earned numerous other titles such as Regional Championship Reserve Champion, several Arabian National Sporthorse Championships, USDF All Breed Champion and other top 5 placings, High Point Awards at individual shows up through FEI level and GMO year end awards. 

In 1995, Amy won the Region 4 Grand Prix Championships on Biskrah, an Oldenburg gelding she trained to Grand Prix. In 1997, Amy earned her USDF Gold Medal riding Biskrah.  Her mentors have been Felicitas von Neumann-Cosel and Willi Schultheis.  Amy also works with Alf Athenstaedt, former Director of Training at Tempel Farms. 

Amy has most recently trained and shown EM Destine to FEI and looks to return to the show ring in 2009.  Destine is owned by KCDS and MASA member Dr. Deb Davenport.  Destine has won Regional Championships as well as numerous USDF All Breed Awards.
