Notes:   Please come to the USDF convention for the education, networking, and celebration of dressage successes!!

The convention/symposium web-site is http://www.usdf.org/convention/2008/. Each morning starts with a (voluntary) stretching session with Equi-Stretch (back by popular demand!). In fact, many educational sessions are geared toward helping the rider improve physical and mental preparation for dressage. The Delegate and Newcomer Orientation is Wednesday at 8:00 a.m. Region 4 meetings will be held Wednesday from 9:30 - 10:45 a.m. and at 2:45 - 4:00 p.m. Thursday afternoon. Just prior to the Thursday regional meetings will be a forum on the USEF Performance Standards. The annually popular GMO Roundtable session will be from 9:15 - 10:45 a.m. on Thursday. The Board of Governors meeting (to be attended by all GM and PM delegates and anyone else who wishes) will be all day on Friday, like last year. Topics of discussion include a potential dues increase and possible governance changes. Your input is needed and valued! The symposium starts with a Friday evening lecture and then continues Saturday and Sunday at the National Western Complex for the riding sessions (and more shopping!).

The USEF Dressage Committee invites all members of the dressage
community to participate in an open forum on Thursday, December 4,
from 1:30-2:30 p.m. local time during the United States Dressage
Federation (USDF) Annual Convention in Denver, CO. The Dressage
Committee hopes for as much input as possible on the Performance
Standards Rule Change Proposal during this open forum. We also would
like to further discuss the challenges for regions outside the major
competition areas, and also review the latest version of the proposed
Rider Test.

Additionally, the USEF Dressage Committee will be considering a new
initiative to review the consistency of U.S. judging. In the quest for
improvement and growth of our sport, the Dressage Committee is looking
forward to a constructive exchange of ideas at the open forum.

IMPORTANT NOTICE FOR DRESSAGE EXHIBITORS, OFFICIALS & MANAGERS!!!
New FEI Tests Effective January 1, 2009

In official communication received today, the Federation Equestre Internationale (FEI) has notified all National Federations that NEW dressage tests have been issued for the following levels, effective January 1, 2009:

  • Prix St. Georges
  • Intermediaire I
  • Intermediaire I Freestyle
  • Intermediaire II
  • Grand Prix
  • Grand Prix Special
  • Grand Prix Freestyle
  • All Junior Tests (including Preliminary, Team, Individual, & Freestyle Tests)
  • All Young Rider Tests (including Preliminary, Team, Individual, & Freestyle Tests)
  • Young Rider Grand Prix Test
These new test versions must be used by all USEF-Licensed Dressage Competitions beginning January 1, 2009, and for all 2009 USEF High Performance, USEF National, and NAJYRC qualifying and championships. Of particular note to Young Riders, the Prix St. Georges Test will now be used as the Team Test (not the Individual Test), and a new Individual Test has been issued and must be used.

Unless there have been some recording errors, the following Region 4 GMOs have not either assigned a delegate (someone from that GMO), a proxy (a group member who is a member of a different GMO), or allocated their proxy to the Secretary (so they can be given to another GMO member from within Region 4 who is attending the convention--see list of people we know are going to the BOG for Region 4 below).  I would hate to see these groups unrepresented, especially with all the important work the Board of Governor's will be doing.

The GMO President needs to contact Sarah Jones at the USDF office with their intent of delegate, proxy or assigning votes to the Secretary (who will work with me to find a good rep).  Sarah's email is sjones@....  There are some rules about how many groups a person can carry votes for and Sarah can help walk you through that, as well as get the delegate assigned.  Anne Sushko (gandasushko@...), our GMO Council Liaison for the region, has also been a tremendous help, too, and is very willing to help you (a) know the issues to be addressed at the convention and (b) find suitable representation. Region 4 GM delegates who are already going to the convention are:  Anne Sushko, Anne Krejci, Susan Lang, Janet Blauvelt, Nancy Porter, Jane Linville, Margo Rehm.  We have had some changes in PM delegates since their election.  The Region 4 PM delegates are:  Anne Cizadlo, Joyce Hardesty, Anne Sushko, and Barbara Zukowski.  I do not have information on other people who have registered for the convention from Region 4, though I am sure there are some others who are attending who would be willing to help out in the BOG.  To help prepare delegates for the discussions in the BOG, USDF did create this year a yahoogroup web-site to share information with the delegates.  Please let me know what you think of this, as we have advocated for something like it for years and I do hope it is meeting your needs!  PLUS, there is a ton of information on the USDF web-site under Governance -- http://www.usdf.org/about/about-usdf/governance/index.asp.  Please take a look!
 
Please do not forget the GMO Baskets, too!  With all the serious work going on, the fun of the GMO basket drawings during the Board of Governors will help lighten the day as the important democratic work of USDF takes place.  I am still enjoying/using the Memphis BBQ spices, dressage horse holiday ornaments, and Elvis Christmas CD I won as part of the Memphis Dressage and Combined Training Association basket at the BOG!

Healthy HorseStress is the body's response to anything it considers threatening. For a horse this could be anything, including trailering and traveling, showing, poor nutrition, feeding at irregular times, changes in other routines, environmental toxins, interactions within their social environment, variations in climate, and illness.

Some types of stress include various physical stresses that are based on the physical makeup of the animal and its ability to respond to changes in diet, injury, etc. Psychological stresses are based on a horse's personality and its perception of life. For example, some horses are more stressed than others by being in a stall for long periods of time.

Each horse deals with stress in a different way depending on their personality. Read on...

This Month's e-Tips

Tips on How to Minimize Stress in Your Horse's Life:

  • Keep horses turned out as much as possible but if not possible, feed ad libitum hay.
  • Stick to a routine but if you need to make changes, do so slowly.
  • When traveling take items that are familiar (e.g. your own hay, water, grain, etc.).
  • Avoid riding in extreme weather conditions.
  • Feed a well balanced diet.
  • Maintain a good health program.
  • Provide a pleasant environment.
  • Provide regular varied exercise.
  • Allow for play time.
  • Prevent boredom.
  • Allow your horse social activity.
  • Keep yourself happy, healthy, and stress free!!

We all need to take a look at the USDF proposed budget.  The $5 increase in GM dues doesn't seem to be unfair, but  take a look at the changes in fees under the various areas as well. 
The web site below allows you to see both the overview, and more detailed aspects of it, if you care to dig deeper.  I've also copied and included the overview below, so you don't have to go to the web site for the general idea.  The first amount given is the current price and the date it was last changed, then the proposed change is listed.

Do you have any suggestions?  We will be voting on this issue at the Convention and your GMO delegate will need to know your wishes about this matter.

USDF Proposed Budget - Fiscal Year 2010 – Overview

The USDF proposed fiscal year (FY) 2010 budget, which spans April 1, 2009 – March
31, 2010, has been posted for review. It will be discussed at the USDF annual
convention in Denver at the open Budget Meeting for Council/Committee Chairs on
Wednesday, December 3, from 8:30 to 9:30 a.m. The budget will be presented to the
Board of Governors (BOG) for final approval on December 5. The Executive Board has
approved the proposed budget along with the associated budget balancing measures
outlined below. USDF policy requires the Executive Board to present a balanced budget
to the BOG.
Several factors made balancing this budget particularly challenging. The downturn in the
economy has had, and is forecasted to continue to have, a negative impact on
membership numbers and revenue. All indications are that advertising sales in the
USDF Connection will decline over the next 18 months as advertisers tighten their belts.
Although USDF currently has commitments for record revenue in sponsorships, we are
not optimistic that significant growth opportunities will be available. Attendance at
USDF educational events is predicted to decline as people become more budget minded.
USDF has relied on investment income to subsidize the bottom line. In this regard, we
believe it is prudent to take a conservative outlook regarding income contributions from
the investment portfolio.
At the same time that some of our revenue sources are declining, inflation has caused our
costs to rise. In some areas, these increases have been significant over the past few
years. We anticipate that they will continue to increase at a rate higher than our current
revenue stream.
To balance the preliminary budget, the following measures were taken, both on the
expense and revenue side;
First, the staff proposed to the Executive Board cost cuts of $237,586. These included a
reduction in staff administration costs of $111, 394, and a trimming of program and
service costs of $126,192. Some of these expense reductions were in staff travel,
Executive Board meetings and travel, USDF Regional Education and Team Competition
Grants, reduction in FEI Level Trainers conferences from two to one, reduction in FEI
Jr/YR Clinics from nine to five, reduction in print materials and marketing projects, and
the elimination of the Intercollegiate/ Interscholastic Committee and associated programs,
and the High School Dressage Club Pin Program.
Despite these cost cuts, the budget still showed a large deficit. We determined that a
combination of a general dues increase and a fee structure increase would be necessary.
The last dues increase was approved at the 2002 annual convention and implemented on
December 1, 2003. Some of USDF’s dues have not changed since 1997. The proposed
dues increase is for the 2010 membership year, which begins on December 1, 2009. GM
and PM dues will have been unchanged for six years when the new dues would go into
effect. The approach to the dues increase was to spread the burden equitably over all
member categories. (Refer to attached proposed dues increases chart)
The proposed dues increase, along with the cost cuts, still did not balance the budget.
The fee structure was reviewed and adjusted to reflect an equitable fee for service
approach. New fees were introduced, and existing fees were increased. Most of USDF’s
fees have not been raised for many years, some as far back as 1994. (Refer to attached
proposed fees increases chart)
The combination of all these measures results in a balanced budget for FY 2010. We
believe that fiscally responsible cost-cutting measures have been taken, in addition to the
efficient management of USDF operations already in place. Overall, the proposed
budget growth is about 3%, the smallest percentage increase in USDF recorded history.
The budgeted employee headcount will have been decreased each year over the past three
budget cycles. Furthermore, for the next 18 months, USDF does not plan to introduce
any significant new programs.
We are looking forward to a productive discussion on the USDF proposed FY 2010
budget at the annual convention.

Hey Everyone!

The KU Equestrian Team would like to extend an invitation to everyone
to come bowl with us! We will be hosting a bowling tournament on
December 6 at 4:00PM at Royal Crest Lanes in Lawrence, KS. Get
together a team of 5 or 6, $20 per person, includes three games of
bowling, shoes, free beer and soft drinks. There will also be several
raffles for money, gift certificates, and Tshirts.

KUET also has Tshirts and Hoodies, in light blue and gray, if you are

KYRA KYRKLUND TO TEACH USDF SYMPOSIUM IN DENVER
 
 
 
       This coming December 6 and 7, 2008, Denver will see an event that has not happened for a decade- the return of Kyra Kyrklund to teach and inspire dressage enthusiasts from all across the country. Sponsored by the United States Dressage Federation, Kyra will be teaching in the climate controlled Denver Coliseum, where Stock show is held every January. Kyra is internationally considered to be the world’s best female dressage trainer. She has trained and competed in every Olympic, World Cup and World Championship competition for the past twenty years. Kyra’s absolute dedication to classical technique, accompanied by an unparalleled ability to communicate her approach has lifted her far above the wrangling and controversy that surrounds the training techniques of Isabell Werth and Anky Van Grunsven.
 
   In a world where you are remembered just as long as your last success, Kyra has already achieved the status of Master, not just in the eyes of a select few, but in the eyes of the Global Dressage Forum, who frequently ask her to make presentations on training at their annual meeting in Holland..

Your membership will generally count for both USDF and your local GMO 2009  membership year when you join at this time of year.

Dear Delegates (GM and PM) and GMO Presidents:

As we approach the 2008 USDF Convention, I'd like to take this
opportunity to provide some information regarding the governance
restructuring project that was begun earlier this year.

As you may remember, one of the goals of USDF's strategic plan was to
take a serious look at USDF's governance structure. The objective of
this review is to not only improve the governance process through
better communication and more informed decision making, but also to
create a governance system that is more efficient, cost-effective and
able to take USDF into the future. To enable this review, the USDF
Executive Board established the Committee on Governance, of which I am
the chair.

To date, the Committee has had one face-to-face meeting and two
conference calls. Following the meeting, a preliminary report was
sent to the Committee members. This report has been revised, but is
still in draft form. It has not yet been distributed beyond the
Committee. In addition, to help develop some of the more difficult
issues, two working groups were established and are currently hard at
work. Their ideas will be added to the report and discussed by the
Committee.

The following are important points regarding the Governance project:

1. There will be no vote on governance issues at the 2008 USDF
Convention and no related Bylaws changes will be put forth.

2. Discussions within the Committee and with the Executive Board and
other volunteer leadership will continue in 2009. Input will be
sought from the membership and the Committee's proposal will be
modified as needed. The Committee recognizes the need to involve all
USDF stakeholders in these important discussions and intends to do so
as soon as a more fully-developed proposal exists.

3. The Committee continues to believe that the GMOs are the
cornerstone of USDF and is committed to continuing GMO representation
in the governance process.

I am pleased that Delegates are taking an active interest in this
endeavor and hope to have a lively discussion once the proposal is
ready to be presented.

This raises a point for all competition licensees, though:  please check the USEF site to see how you are listed.  Often former organizers, managers, secetaries, phone numbers, and web-sites live on beyond their involvement/use in your competition.  I have also noticed that occassionally when USEF does a database update, corrections that had been made in the past are now wrong again.

My thanks to the Kansas City Dressage Society and the North Woods Dressage Association for turning in their delegate information to USDF already.  If you know your GMO will not send a delegate to the convention this year and you are looking for someone to carry your vote as a proxy, please let the GMO Council liaison for Region 4, Anne Sushko, know so she and I can help find a proxy for you so your votes are not lost.

Just so you know, the paperwork on a proxy or delegate MUST come from the GMO to USDF eventually, so while Anne and I might be able to help you find someone to serve as a proxy, the GMO is still responsible for informing USDF that you want that person to be your proxy and you need to use the appropriate forms to do so.  If you need help with that, just let Anne or me know.  This will be a very important year at the convention, with much discussed that will influence this organization for years to come.  Please make sure your voice is heard through your delegate or proxy votes!  Better yet, come to the convention and share your ideas, needs, concerns directly!

Good morning,

 

This is a friendly reminder that two pages have been set-up on the USDF Web site regarding GMO delegate/proxy appointments. The page below lists those GMOs that have appointed representation, their region number, and the USDF member that has been appointed as the delegate or proxy. In addition, those GMOs that have assigned their proxy to the USDF Secretary are also listed.
