USDF Governance Reshaping Initiative

 

In 2007, USDF completed its new Strategic Plan and has now entered the

implementation phase. Successful implementation requires that the organization’s

infrastructure support the directions and goals established in the plan. Often,

organizations fail to act on strategic plans because their current infrastructure

prevents successful implementation.

 

One of the primary goals stated in the Strategic Plan is:

“USDF will be known for its state-of-the art infrastructure that supports and sustains its

success”

 

With this goal in mind, the USDF Executive Board has commissioned the Ad-Hoc Committee

on USDF Governance (the “Committee”), to review and make recommendations to reshape

where appropriate USDF’s governance system (both process and structure). The eleven

member Committee, chaired by USDF Region 1 Director Alison Head (VA), is composed of

a cross section of experienced and diverse USDF volunteers from all over the country,

including current and past GM and PM delegates, council and committee chairs and members,

and members of the Executive Board. The current chairs of the Bylaws and Audit

Committees and the Nominating Council are included. In addition, USDF has engaged an

experienced consultant, Bud Crouch of Tecker Consultants, to guide this challenging project.

Mr. Crouch was instrumental in the creation of the Strategic Plan and has worked with many

not-for-profit organizations, including the US Eventing Association, in similar

implementations.

 

The goal of the Committee’s review will be to answer the Strategic Plan’s question:

“What kind of Governance System will USDF need over the next 5 to 10 years to sustain and

increase its success?”

 

This review will include an evaluation of the Board of Governors, the Executive Board, the

Regional Director system and the various councils and committees. The initiative is not

intended as an indictment of the past. USDF is the successful organization it is today because

of its governance system and past leadership. This reshaping project is focused on the future.

Many changes have occurred in USDF, dressage, not-for-profit organizations and the external

world since USDF was founded in 1973.

 

There is no mandate in this initiative to the Committee to suggest change for the sake of

change. Following the Strategic Plan, the milestone to strive for is:

an increase in USDF’s overall operational efficiency, effectiveness and nimbleness.

Hi --

One of our clinic participants has had their horse come up lame so I am trying
to help get the slot filled.  Sue Halasz will be at Stoney Meadow Farms, Bonner
Springs, KS on May 10 & 11, 2007.  Sue is a nationally recognized rider and
trianer based in CA.  She is currently showing the 5 yo imported Holsteiner
stallion Cheveliar in the FEI young horse classes with scored up to 8.2 at CDI
shows.

Rides are $150 and stabling is available!

Does anyone know the status of this site? It has not been updated for
over a year and there is a bunch of SPAM on the classifieds. Is it
actualy "owned" by Region Four or a private individual? Is it a matter
of needing volunteers to maintain it? It would a nice tool it it were

I’ve written articles over the years about horses who survived amputation surgery. There was Boitron, the California Thoroughbred stallion who could service mares after amputation surgery. There were Dr. Ric Redden’s dramatic cases of founder survivors who galloped around his paddock on artificial feet with 'transplanted frogs'. Dr. Chris Colles had the never-say-die Appaloosa in England with the spring-loaded foot. And who can forget that paint yearling in India ? Or the landmine-maimed elephant amputee in Thailand ? Longtime Hoofcare and Lameness Journal readers will remember them all.

So when I first heard that a pony had survived amputation surgery at Louisiana State University ’s (LSU) equine hospital, I didn’t run to the keyboard and beg for photos. A few weeks later I did, though.

Meet Molly. She’s a gray speckled pony who was abandoned by her owners when Katrina hit southern Louisiana . She spent weeks on her own before finally being rescued and taken to a farm where abandoned animals were stockpiled. While there, she was attacked by a pit bull terrier, and almost died. Her gnawed right front leg became infected and her vet went to LSU for help. But LSU was overwhelmed, and this pony was a welfare case. You know how that goes.

But after surgeon Rustin Moore met Molly, he changed his mind. He saw how the pony was careful to lie down on different sides so she didn't seem to get sores, and how she allowed people to handle her. She protected her injured leg. She constantly shifted her weight, and didn’t overload her good leg. She was a smart pony with a serious survival ethic.

Moore agreed to remove her leg below the knee and a temporary artificial limb was built. Molly walked out of the clinic and her story really begins there.

“This was the right horse and the right owner,' Moore insists. “Molly happened to be a one-in-a-million patient. She’s tough as nails, but sweet, and she was willing to cope with pain. She made it obvious she understood (that) she was in trouble.” The other important factor, according to Moore , is having a truly committed and compliant owner who is dedicated to providing the daily care required over the lifetime of the horse.

Molly’s story turns into a parable for life in post-Katrina Louisiana The little pony gained weight, her mane felt a comb. A human prosthesis designer built her a leg.

“The prosthetic has given Molly a whole new life,” Allison Barca DVM, Molly's regular vet, reports. “And she asks for it! She will put her little limb out, and come to you and let you know that she wants you to put it on. Sometimes she wants you to take it off too.' And sometimes, Molly gets away from Barca. “It can be pretty bad when you can't catch a three-legged horse,” she laughs.

Most important of all, Molly has a job now. Kay, the rescue farm owner, started taking Molly to shelters, hospitals, nursing homes, rehabilitation centers. Anywhere she thought that people needed hope. Wherever Molly went, she showed people her pluck. She inspired people. And she had a good time doing it.

“It’s obvious to me that Molly had a bigger role to play in life,” Moore said, “She survived the hurricane, she survived a horrible injury, and now she is giving hope to others.”

“She's not back to normal,” Barca concluded. “She's going to be better. To me, she could be a symbol for New Orleans itself.”

This week, Molly the Pony, a children’s book about the pony who has already inspired thousands of people around New Orleans , has been published..

Please forward this press release to your regional email lists. You may also want to post the link to the proposal and survey form on your regional websites. This is the most recent update of the Performance Standards proposal. There is an online survey where you (and your members) can submit feedback on this draft. The deadline for sumission is June 15. This will allow time for the survey feedback to be tabulated and summarized, so that it can be discussed at the meeting of the Dressage Committee in Cincinnati on July 1-2.
 
It is very important to get feedback prior to June 15. Note that ONLY current USEF and USDF members will be allowed to submit the online survey. A lot of non-members of USDF and USEF submitted comments on the previous published draft. The Dressage Committee and USEF Board of Directors felt that it was inappropriate for non-members of these organizations to lobby for/against rule proposals.

'Riding with Conrad Schumacher was an experience I will not soon forget.  From the moment I mounted my horse to the high five I received at the end of the lessons, it could not have been a more productive and exciting encounter.  I learned a lot the two days I rode with Mr. Schumacher.  My horse, Flavio, had not been back too long from training in Florida with Jami Kment for the winter, and I was a little nervous about taking lessons in the March 30th and 31st clinic at Providence Farm.  Jami assured me that I would be fine, and she was right.  Mr. Schumacher was kind, yet made me work very hard especially with my seat and hand position.  We worked on furthering my horse’s knowledge of self-carriage in all exercises.  The main lesson I learned was to be in charge.  Flavio has a tendency to be hard to handle or to act scared, the key word being “act”.  Mr. Schumacher did not permit me to allow Flavio to act this way.  This was very enlightening and challenging.  Even though my trainers have emphasized this to me before, I never had the light bulb click on the way it did during this clinic.  Of course, I have not mastered this ability quite yet, but I feel I have more tools to continue my work in this area.  This clinic was incredibly helpful and quite a confidence builder.  The glimpse of what my horse can do if I work hard made me want to continue where we left off after those two days of clinic.  I know my trainer, Jami Kment, will be pleased that I am ready to continue this effort as we get ready for the spring and summer show season.  I would like to thank Region 4 for the Lloyd Landkamer Youth Scholarship I received to help fund this clinic.  It was very helpful to both Flavio and me.

As a reminder to all Dressage riders, the 2008 Collecting Gaits Farm/USEF Dressage Festival of Champions will be held in San Juan Capistrano, California, over the weekends of June 20 - 22 and June 27 - 29. This Festival of Champions will feature the National Championships for the Intermediaire I, Young Adult "Brentina Cup", Young Rider, and Junior divisions, and will be held in conjunction with the USEF Selection Trials for Dressage.

Division ranking lists are currently posted the USEF website, but in order for horse/rider combinations to be eligible for a Championship invitation, an Application of Intent must be submitted to the USEF office. The initial deadline for these applications is Thursday, May 1st!!! Just a brief reminder....and I know there are a lot of horse-related
events to choose from next weekend!

The Nebraska Dressage Association and Cornhusker Pony Club will be
hosting a dinner/lecture on Saturday, April 26 at 3V Stables, Ashland,
NE following the last competitive ride of the Shaggy Horse Schooling
Show (approx. 3:30 pm).  Jamee Amundson-Folmer will be providing
information on everything you ever wanted to know about Dressage
Shows.  We will discuss Rules of the Road for competitions.  Following
the lecture, 3V Stables will serve a Sloppy Joe BBQ dinner.

Although the show has closed, there is room to accommodate a few late
entries for the lecture/dinner.  Please see the flyer/registration form
posted on the Clinics page of the Region 4 Listserve and contact Jamee
by Wednesday of this week if you wish to be added to the roster for the
clinic.

"A Guide to Taking Perfectly Proper Minutes

Most attorneys who specialize in community association law find themselves being asked about the procedure and rules for taking minutes at meetings of the board or members of a community association. The following guide to minute taking addresses this issue.

To begin with, the worst basis for a set of good minutes is a bad meeting. If the president or chair does not follow parliamentary procedure, or understand the fundamentals of running a meeting, the resulting minutes will reflect the inevitable chaos. Minutes are the record of the official action of the assembly. Thus there must be a vote of the assembly to have any official action. if a meeting goes by without a vote being taken, that isn't a meeting, but rather a random collection of people, "a fortuitous gathering of citizens." It is also a waste of time. Such a gathering should generate no minutes, except to reflect the opening of the meeting and its adjournment.

As their name implies, minutes should be brief. Brevity, however, often requires more effort and thoughtfulness than longwindedness does.

As a minimum, the minutes should contain the following elements:

1. The exact corporate name of the association, and the words "Minutes of the meeting of (name of body)."

2. The date and place of the meeting.

3.The location and time of the meeting.

4. The names of the persons present in an official capacity. If there is an open meeting, the non-voting audience need not be included. However, if the meeting is a membership meeting, a roll should be taken, and the number of persons or votes present should be announced, or at least a quorum announced, and entered into the minutes.

5. The resolutions, exactly as finally made, seconded, and passed. There is no reason to include the summary of the debate, the discussion, the side remarks, the various drafts, and revisions of the motions, who said what, or any discussion on any item. None of these is the official action of the assembly. The resolution appearing in the minutes should be as voted upon and passed. If there are reports, they should be accepted by resolution without adoption of recommendations, if in fact they are not adopted, and their text appended to the minutes.

The resolution should have in it such background and introduction as the assembly has before it for discussion, and approval. Again, the remarks of individual members of the assembly, need not be included in the minutes. Those remarks are not the action of the assembly, and can be used in a misleading manner in later interpretations of action of the assembly.

In a well run meeting, the text of the motion will have been presented in writing before it is brought to action. If it is placed on the agenda for the meeting, or as a conclusion in a committee report, or as a written recommendation by the manager, it is more likely that the assembly will not stray from the issues at hand, and thus make a more reasoned decision, based on revisions and narrowly discussed amendments.

In light of the above reasoning, the motion should be made before any discussion of the topic. No motion, no discussion. A discussion without a motion is not only officially "out of order, " but also creates chaos. A committee report can be made, ending in a motion, if action is required. If no action is required, there must still be a motion to accept the report without action.

Minutes need to reflect correct parliamentary procedure. The group should not be discussing anything that is not properly "on the floor," that is, presented in the form of a motion that the group can act upon.

The worst examples of minute taking contain extraneous material. Taking minutes is not the same thing as taking dictation. The secretary's notes are for the purpose of getting the wording of the motions exactly as passed. If the secretary, or any member of the assembly, is uncertain about the wording of the motion, it should be re-read to the assembly before final passage.

In a fast moving meeting, it may be while to make a recording of the actions to assist the secretary in reproducing the wording of the various motions. The recording, ever, is not the recording of the action of the group. Neither are the secretary in notes. The action is only what the group actually approved.

It is not necessary for the secretary to be a member of the board. Often a professional secretary, or assistant secretary is hired to take the minutes, or a clerk might be employed to take the minutes and submit them to the secretary for approval and execution. This frees the secretary to participate in the debate. if a secretary is also a director and expected to take part in the debate, it is doing a great disservice to the elected position of the officer to saddle him or her with the job of taking minutes. in a community association, it is sometimes the manager or other employee who records the minutes of the meeting.

A motion is the agreed upon solution to a problem. The actual direction for action by an assembly should start with the word resolved, which is the resolution of the problem stated in the background statement and discussed in the debate. Thus, a motion that has passed is properly described as a "resolution."

6.The vote. If the vote is "without objection," the fastest method of passing routine motions, it should be so stated in the minutes. if the vote is by voice, only the ruling of the chair need be noted, that is "the motion passed." if a member of the assembly successfully moves to divide the assembly by standing, a show of hands, or a paper ballot, the count should be recorded. In a small assembly, it is proper to show the names of those voting in favor, abstaining and in opposition to a resolution; Because of the fiduciary status of the board of a community association, it is advisable to list those voting with respect to all action motions. It is especially important to list those dissenting, so that they are not responsible for the consequences of an action with which they disagree.

7. The signature of the secretary, preceded by the word submitted. The minutes are not official until they are approved by the assembly at a subsequent meeting. Once approved, they are the official action of the assembly, no matter what actually occurred. Thus, by approving the minutes with a differing statement of a resolution, an assembly can effectively change its mind.

8. Inclusion in the corporate record book. The maintenance of the official records of the corporation is the principal function of the secretary. The minute book is the principal record of the corporation. The records should be on good paper, in an official notebook, which should be turned over to the succeeding secretary upon appointment or election to office.

Minutes are the sole, official reflection of the acts of the association. Without them, an association cannot, and has not acted. Sloppy minutes, that merely reflect the voices and words of the assembly, without putting down its actions, do not support any action.

Keep in mind that if you have high expectations of volunteers you are
likely to get good results. If your expectations are low - implying
that you don't believe volunteers are capable of doing a good job or
cannot be trusted to do a good job - you are likely to get low
results.

Don't be afraid to challenge volunteers. Moderately difficult work,
even very difficult work, is more motivating than work that is too
easy. That's why a bowling lane is sixty feet long, not five . . .
Studs Terkel once commented, "Most people have jobs that are too
small for them." Again, don't be afraid to challenge your volunteers.
I suspect more volunteers have left organizations because they were
bored than because they were worked too hard. The exception to this
observation are volunteers who feel so challenged in other aspects of
their life that they seek refuge in essentially "no brainer"
volunteer work (which, however, can still be extremely useful). You
and the coordinator of volunteers need to understand such differences
and to design volunteer assignments to meet both sets of wishes.

Let your volunteers know how much you are counting on them and be
sure they understand why their work is important. Encourage
volunteers to give their best. Challenge them to polish their
performance, perhaps by suggesting that each time they arrive for
work they ask themselves, "what can I learn today that will make me a
better volunteer?" Expect the best of your volunteers and you are
likely to get the best.

I attended a Southern Maryland Museum Association Volunteer Workshop
where one topic produced considerable discussion among volunteer
coordinators and volunteers. It was the "only a volunteer" syndrome.

In the case of volunteers, this attitude is evident when they
hesitate to make suggestions or voice criticism because they
are "only volunteers." This indicates a feeling that their
suggestions are not worthwhile or won't be taken seriously. It shows
that the volunteer considers him or herself as somewhat of a second-
class citizen. Such an attitude may be the result of personal
insecurities or bad experiences. This type of "only a volunteer"
attitude cannot be tolerated. Volunteers must have the feeling that
they are a vital and, indeed, an indispensable part of the museum.

Volunteers also may use the "only a volunteer" syndrome as an excuse
for not fulfilling their responsibilities. For example, when they
fail to show up as promised for scheduled work their attitude may
be: "What can the staff do to us, we're only volunteers." Such
volunteers aren't committed and don't feel any personal
responsibility. They rationalize their actions by hiding behind the
fact that they are "only volunteers." This kind of volunteer we can
do without.

The "only a volunteer" attitude may show up in the paid staff as
well. True, they have the responsibility for the success of their
programs and are the ones held accountable. However, their attitude
cannot be "I am staff and you are only a volunteer so don't bother me
with your suggestions." This is a sure way to discourage volunteers
from feeling that they are an essential part of any organization and,
in fact, are partners with the paid staff in making their place of
involvement the best it can be.

The "only a volunteer" attitude is wrong on the part of both
volunteers and staff and has no place anywhere. Let's be sure we
never hear that phrase again.

I still have a couple of rides left for our clinic with Vicki Hammers-O'Neil on
Monday, April 14th at Stoney Meadow Farms in Bonner Springs Kansas.  Rides are
$125.

For those of you that may not know about Vicki - Vicki is a highly accomplished
Conn. based dressage trainer.  She holds her USDF Bronze, Silver and Gold
meddals as well as being a member the USDF Instructor Certification Faculty. 
Vicki will be the instructor for the USDF Instructor Certification on Riding
hosted by KCDS at Stoney Meadow this weekend.  She is also highly involved in
the Junior/Young Rider programs and the Conn. Dressage Association known for her
effectively teaching style with all ages and levels of horses & riders.  Vicki
has been an instructor at the KCDS Adult Camps in 2004 and 2006 as well as
returning for the June 2008 camp.
