I received this today from a longtime USDF member who is also a member of our local GMO. I think she sums up very well what at least part of the problem is:
"Also, I've been following your "discussion" on the fines and rules thing.
I must say when a student of mine who is not a member of USDF wanted to
ride in the recognized show I had no idea how to help her fill out her entry
correctly. She doesn't have a HID or a person number or anything but wants
to ride in 3 classes. She is aware that she will not be eligible for any
USDF recognition but that doesn't help get the entry filled out correctly.
I'm sure that I should be aware of all the rules but since I clean my barn,
ride my horses, and give lessons to students it doesn't leave a lot of time
for reading all the rules. I actually went to USDF web site to try and
figure out how to obtain a number for her, it was way too complicated for me.
I don't know that this will do you any good, but wanted you to know there
are people out here very confused and I appreciate you holding up for us."

I think USDF is doing itself a huge disservice by issuing fines to show management rather than participants for "incomplete entries"...i.e. horse recordings...
Hi- I am unable to see an attachement as to the ruling you are referring to. It sounds like the USDF is going whacky..... Is there someplace on the USDF site...
No, they have nothing in print, that's part of the problem. I know of at least 3 different competition management groups who have received fines this ...
USEF and USDF have rules that are sent to show management for compliance before the shows take place. At the convention and through committees the decisions...
