As an example, a show that I know of was fined, in part, because 2 people attempting to qualify did not do what they'd said they would do (upgrade to full horse recordings from HIDs) prior to the start of the show. Shows do NOT wait for paperwork to accept entries, those must be processed ahead of time in order to set ride times. We prefer to believe in the positive, that people intend to bring copies or file paperwork at the show. To start turning them away (and not assigning ride times) will result in the demise of recognized shows as we know them. To get back to the example above, the penalty from USDF was for "allowing horse/rider in a class for which they were not eligible". These were both "open/qualifying" classes, so the entries WERE legal to compete in the class, but not to qualify. In another case from the same show, a rider had produced online verification of her membership. USDF wrote back and said there were "too many riders with that name, what was the transaction number". Luckily the show was able to produce the transaction code on one entry, not on 2 others in which a volunteer who did not know to make copies of EVERYTHING helped check people in. It's cases like these that are so frustrating, and quickly adding to the costs of hosting recognized show. The shows in my area are not charging for incomplete entries, holding them back only if they can't look up the memberships/recordings online. Any other suggestions would be much appreciated.

I think USDF is doing itself a huge disservice by issuing fines to show management rather than participants for "incomplete entries"...i.e. horse recordings...

No, they have nothing in print, that's part of the problem. I know of at least 3 different competition management groups who have received fines this ...
