I thought that the fines and what they are for was sent to the show organizers. Don't all shows take incomplete forms and not give out numbers for horses before the forms are completed? I really thought that the fines were more for late reporting of shows than individual forms. The policies are now on the website, I will email you again how they are listed. If only a few forms are not completed correctly, the show is not fined. The biggest fines are for late results.

I think USDF is doing itself a huge disservice by issuing fines to show management rather than participants for "incomplete entries"...i.e. horse recordings...

No, they have nothing in print, that's part of the problem. I know of at least 3 different competition management groups who have received fines this ...
