Certainly it is an option of the shows to turn down "incomplete entries" but if all did that consistently, most of the Midwest would be without shows as they can't afford to turn away that many people. I understand their problems, but still feel the blame should be placed where it belongs or there won't be many shows left to attend. Also, I haven't been able to get an answer from them as to what constitutes grounds for a fine. Is it one error in reporting, or a percentage of the total entries submitted, or simply their own subjective judgment? If it's the latter, seems there's a lot of room for "favors", which does breed discontent.
