On the USDF web-site under News > The Latest, the 'USDF Policies and
Procedures Manual' was posted in August. It can be found at:
http://www.usdf.org/pdf/PoliciesAndProcedures.pdf. It does have
sections on the Horse ID Number and on Fines, among many other
things.
Believe me, as a competition manager, I find it very frustrating
when any organization (USDF or USEF) gets punative with members or
those who organize the events that sustain the organizaiton several
months after the fact, especially when, in my opinion, some actions
are errors of knowledge rather than intentional comisison/omission.
While I support the idea of allowing a mistake to be made once
without penalty (except problems relating to abuse of
animals . . .), I think the issue is more complex than I realize
from my worldview.
Please take a look at the USDF Policies and Procedures Manual and
see if it answers your questions and concerns. If it doesn't, it
would help for you to make suggestions to the USDF office regarding
what you feel is still needed. Thank you for wanting to make the
paperwork and tracking of dressage competitions less complex and
prime for error by members and show organizers, alike. It is by
raising issues about what doesn't work, that we can improve the
situation and serve the members and organization better.
