If you feel it's hot enough to have coats waived, by all means contact show management and let THEM know! It is a management decision, not that of the TD or judge, to waive coats. In dressage at least, they are no longer bound by a specific temperature, but a more common sense approach that allows combined heat and humidity to be taken into account. Often the show office is air conditioned or at least in the shade, and management doesn't have a good feel for how hot the riders actually are unless someone says something. Don't be shy, your welfare could be at risk!
