The only thing close to what you are looking for that I am aware of are
these:

Scroll a little down to the Minoura mounts. These are meant for
handlebars but you could possibly modify them.

since i am going to go the carousel pack route............ i need to find an after market water bottle mounting kit.......... so i can mount my water bottles...
