Now that Chaohong mentions the rules, I looked up the official rules approved by FIBA in 2006. It can be downloaded here: http://www.fiba.com/asp_includes/download.asp?file_id=328  In particular, they mention the "cylinder principle" and show a diagram. The sides of the legal space (cylinder) established by a player is determined by "the outside edge of the arms and legs," but not the length of the shoulder. Please see the attached diagram.
 
I wish we could call less of those trivial fouls and enjoy more of non-interrupted games. The good spirit is being competitive. But being competitive is not all about winning a game at all cost.
