What kind of hay are you feeding? There are several companies that make food that is tailored to the type of forage you are feeding. You also need to be feeding a mineral mix as well.

... I really admire people who rescue these horse! I have two myself, But...all the feed in the world will not make his bones fuse in his back before he is 3.5...
