I can respond to number 3:

If you are all about performance and are hoping to be able to ride with the
least amount of gear, I suggest that you get over it...unless you're willing to
put up with potentially extreme levels of discomfort. '83 had headwinds and
temperatures in the eighties on the first day. The second day started off with
rain, but the temperature was still in the sixties. Many people elected not to
take anything extra and packed all their cold weather stuff into their duffel
bags to go back to Columbus on the trucks. The temperature never got any warmer
that day, and the rain was nearly non-stop...and driven by a relentless
headwind. Depending on who you talk to, the temperature dropped somewhere into
the mid-thirties to low forties. Less than half the people that registered
completed the ride that year - the lowest completion rate in the history of
TOSRV. It was grim. I remember seeing an awful lot of racer-types, wearing
nothing but jerseys and shorts, standing in puddles, blue-lipped and
shivering, at the rest stop in Chillocothe that day. It was the breaking point
for a whole lot of riders. Hypothermia has a mean way of hampering performance
with much more impact than the extra weight a jacket and some leg warmers or a
pair of tights would have. There is no reason to believe that could never happen
again. In fact, bad weather of some sort is usually the rule that early in the
season. I'm there to have fun, not to engage in some kind of death march. '83
left an impression on me...if you can tell. I always take everything I can
imagine needing.

The short answer would be to come prepared for hot or cold, wet or dry. I
wouldn't trust the weatherman's call unless the forecast was a solid bet through
at least Tuesday of the next week. Try to remember that it's a tour, not a race,
and that it's meant to be savored. It's tough to savor anything when you're
nothing but one, big goosebump...

1) Has anyone stayed at the Y in COlumbus in years past? If so, is there safe parking for a bike inside? 2) How strict are they regarding the 25# limit on...

Concerning the Y, there is lots of open floor space there, so finding a spot will be easy. Plenty of room for your bike, too, which you can keep next to you....
