Because, the reason is simple. The way the wwe is going they havem't
built anyone up to be the leader. And since Kane has been tag-champ a
dozen times they think he's better at that. Or maybe he might not want
to be champ, because his role is to be the glue that keeps the raitings
going. But I agree Kane does deserve a major shot at the title.
