There has to be two “B’boats to make a B race. He can race in top event and not qualify. But may petition later

Hey, I know that you probably worked your butt off on this - for your two heats on  event 20 there are a three and four boat races,  each one says 1 advances to the final, also Osprey is entered twice. Were you going to limit them to one entry in the Champ event?
