I would say that's a better idea, having different tables. There are a few things I'd like to clear up about the current rules though if this does take effect:
1. Would the rule that says each team may field an open player be removed? I may have misunderstood the current rule but it seems silly to allow Open players to play on Uni teams if Open teams are competing (if only indirectly) with them. Would there be a re-write of the rule where open players play for open teams and Uni players play for their Uni's?
2. The hosting of events rules at the moment say you can have events so long as there are at least one 'squad' present (it has better wording than that). Under this rule, Surrey 1 and 2 could have Lucky Huckers playing a ladder league event as often as the current rules allow (i think it's a week or a fortnight). Where theoretically, both teams are home (i assume the hosting team would claim home advantage?) This would lead to these 3 teams playing a huge amount of games against unchanged sides allowing Surrey 1 to play Surrey 2 more than is fair. Could we fix a limit of games you are allowed to play particular team? maybe a 1st team could only play a 2nd team 5 times a year or only once every calendar month?
3. More of a reservation rather than a query about rules, Surrey, last year, found it very hard to ensure that we practiced enough. I am concerned that adding even more teams to the Ladder League structure would encroach further on our precious practice time. I realise you learn lots from games but at some point time has to be found to do drills and shuttle runs. Our, like lots of Uni teams, practice times fall on Wednesdays and Sundays with our Open team training on a Saturday, this leaves a situation where you chose whether to train or compete.
An idea I have been thinking about is to run the Ladder leagues as a seperate entity to each other but under the same organisational bracket. By this I mean that the Open and Uni teams don't play each other for points, but possibly could to give a measure of progress. At the end of the season, what about having a tournament where the respective leaders in their league (maybe the top 4 in each?) play for the coveted "South East UNi/Open Regional Winners."
I only suggest this as a compromise to stimulate competition between Uni and Open teams, without killing off the spirit and fun of the University Ladder League system. I find that playing for a Uni team is more fun and 'spirited' than playing Open.

How much Carbo loading goes on before a Ladder League event? Is it fair to expect Uni team's, many of whom's players just want to get wasted, get their arses handed to them every week by Clapham Tryout teams?

Yep there's no problem with hosting uni-only events under the proposed
new system - that would be up to the event organisers. For the
(weekend) events where there would be both uni and club teams
competing, the schedule could try to give each uni team the same
number of uni vs uni games, but if there's the occasional anomaly then
it shouldn't affect the points hugely.
As well as bigger weekend / Weds afternoon events, I can imagine
Brighton would invite Discuits down for an evening game starting at
7:30pm, set up a couple of pitches and have Discuits vs Brighton and
Discuits 2 (or Reading Dragons) vs Brighton 2 (or Mohawks) going on.
There should hopefully be a variety of events running which teams can
pick and choose from - imagine in three years time when the number of
teams has doubled again, uni teams will probably be able to choose
between at least two events with different themes at any one time
(uni-only, development, 1st team training, beginners, womens...). I'm
hoping the systems we're putting in place now will have the depth to
be able to support such an increase in teams without needing to be
hugely modified (like the Tour has to be every few years).
