Dear all,
Attached is a Word Document showing the 2007 Seeding recommendations
prepared by the USA Rugby Competitions Committee. There were a number of
votes taken throughout the seeding process, specifically on questions
involving reallocation of seeds. While there was rarely 100% agreement on
the final seeds and on the reallocation of seeds, the recommendations
represent a consensus of the committee members who voted on each issue.

A policy that evolved through this voting process was the reallocation of
seeds in 8-team brackets. In past years there have been several methods for
determining the 8th team in the bracket (assuming each of the 7 TU's get a
team into the bracket). In some divisions the 8th team was the #2 seed of
the home TU. In other divisions it was the #2 seed from the winning TU. By
vote of the committee, the #8 team in 8-team brackets goes to the #2 seed
from the winning TU. This applies to Men's Collegiate Div.II, Women's
Collegiate Div.II, and Men's Club Div.III.

In the Boy's HS Division it was originally planned to combine the two tiers
into a single 16-team bracket this year. With the Competitions Review about
to start, the committee voted to keep the brackets separate for this year
and let the CR decide what happens to them for the 2007-8 season.
There was also a proposal to split the HS Tiers on Multiple/Single schools
rather than on performance. Again, the committee voted to keep the tiers
split on performance and rely on the CR to sort out the structure for
2007-8.
Finally, when the HS bracket was originally split into two tiers, the
committee decided that no TU should have more than 3 teams in Tier A.
Promoting the winner of Tier B would have given Pacific Coast 4 teams in
Tier A. The committee voted to promote the #2 team from Tier A (W#2) to
replace #8 from Tier A (MW#3).
