I suggest the neck rig used in bodybuilding, which has a 45lb. weight on the
end of it, and you hang it from the back of your head (facing down) and look
up / down to exercise with it.

As for a "system" to prevent knockouts, have you seen the new "brain pad"
mouthpieces, which have extra padding on the jaw-line, which keeps your jaw from
thrusting back into your skull to knock you out? For a few $, it's worth the
try.

Other than that, have you tried the style of MA this room is NAMED AFTER (Te
Sabaki)? Body-changing away from your attacker puts you in-line for a better
defense against his attack to your head.
