Paint job looks 'after-market' and not the best quality. Seat block arrangement and handlebars are not Ryan quality as I know it to be. The seat is not what appears to be a Ryan-fabricated seat, either.
This appears to be a definite knock-off of the Ryan design. If it works -- fine, but definitely don't try to sell (or buy) it as a Ryan 'Vanguard' IMHO. It may be a re-rigged DeFelice (i.e. seat geometry changed and steering cables replaced with a seat handlebar block and steering torque tube).

My Ryan Recumbent was the real deal.They only made 1,200.The Ryan Shield was still on the front and on the frame it had Vanguard.
