Two suggestions for Ryan Vanguard steering tubes.
The Bicycle Man - http://www.bicycleman.com/ - A few years ago I talked with owner and he set up a rig to make new Ryan Vanguard steering tubes (using a Ryan tube as a template). He makes steering tubes already for the Linear long wheelbase bikes he builds at the shop. Anyway, I bought one of the "new" Ryan tubes and it is a perfect fit. As I recall, he can make them in two versions, "original" style and heavy duty.
Longbikes - http://www.longbikes..com/ - They also can supply steering tubes to fit a Vanguard or Duplex.
