I have a group that I started and I've tried it by moderating postings and
allowing all members to post.  I decided that it is easier to allow all members
to post. If they post spam messages or insults, I ban them.

For a while all kinds of legitimate posts had to be approved by me or the other
moderator.  It was more trouble that way than it was to ban spammers.  I've only
had to ban one person for posting insulting messages.
