As to bikes, I'm willing to accept whatever the UCI rules to be a legal machine.
I assume all the teams and manufacturers have some opportunity to comment during
the formulation of the rules.
The other real issue with performance enhancing drugs is that athletes have
died as a result of doping.
I recall that the whole doping in cycling issue came to light because several
young, seemingly fit cycle racers died in their sleep.
The UCI sets a minimum weight for bikes to prevent riders being injured by
bikes that may collapse and they similarly must regulate drugs to prevent racers
doing themselves irreversible harm in the quest for momentary fame and fortune.
