Three concerns.
1. MN Electric assisted bicycles rules are in conflict with Federal law
who say they are not a motorized vehicle.
2. Helmet requirement and motorcycle endorsement on driver license for
enclosed 3 Wheel vehicles like Aptera, Twike MNG and Xebra. Helmet use
in enclosed vehicles is against the law in MN. You can take the
motorcycle test in these vehicles.
3. Medium Speed Electrics are simply 35 mph NEVs that Federal law say
they can not go faster than 25 mph. Who ever changes the motor
controller setting to increase the maximum speed from 25 to 35 mph may
be 100% liable if the vehicle is in an accident. The restriction to
roads with posted speed limits of 35 mph or less is problematic and need
to be changed to 40 mph.
