I'm fairly new to the area, but if you look on http://www21.brinkster.com/volyplyr/pv.asp (portlandvolleyball.com) there seems to be good info there.
 
Also, I live in Newberg, and they (Chahalem park and rec) have open gym on Mondays when school is in session, there are some pretty good players.  If you know of any sand leagues, I would love to play.

if you go to www.portlandvolleyball.com there is a large list of open gyms in the portland area. A good one is at Conestoga Rec Center on Mon and Wed, ...
