I assume you are talking about the diesel in the picture. It is overfueled the same as the big tractors and it is unburned fuel and soot....

Engine is getting too much gas. Air filter is dirty, carburetor is set too rich, needle & seat (float valve) in carburetor is defective or fuel pump pressure...

They are plentiful in Australia and Europe but hard to find here. It depends how much fuel you are going to try and get in it or what your clubs rules are but...
