Columbus Diesel Supply can do your fuel system and turbo if you want. I don't know what turbo you're using but I found a guy that builds a lot of small hybrids...

Engine is getting too much gas. Air filter is dirty, carburetor is set too rich, needle & seat (float valve) in carburetor is defective or fuel pump pressure...

I assume you are talking about the diesel in the picture. It is overfueled the same as the big tractors and it is unburned fuel and soot....
