I would suggest getting some information on netta netball skills and drills... but I had thought that children had to be AT LEAST 5 years old to play any sort of netball. I got the impression that this was something that was legislated... but I could be wrong.
For the younger age groups it's just basic co-ordination skills. Don't expect them to play a game - catching the ball will be a big enough challenge!
Some simple things are to get them to run to a spot and land on it with one foot - then incorporate a pivot. Have spots all over the place - so they do a circuit of pivots.
Perhaps for the really young ones use a modified ball (one that won't hurt them when it hits their face). I think those rubber ones with the lumps are supposed to be pretty good. Simple things like bouncing the ball once and catching, throwing in the air then catching. Rolling the ball up one side of their body.
