HI all,
 
Another thought. If you are wanting the U/11's to play final, why not have 1-4 play off for say A grade, 5-8 play off for B grade, etc.
 
I'm still of the thought of no finals but if you are being out voted this may be a good option. My kids sport (not netball) do this even right the way up to U/17's and the kids love it.
