We put the initial responsibility for grading on our clubs. When they register a team with the association they are required to nominate an appropriate grade. The association has a grading committee made up of a representative from each club that reviews the teams; gradings, taking into account the team's previous performance, and any new players in the team, and either accepts the club's nomination or recommends an alternative grade for the team.
Because every club is represented on the committee, the clubs tend to take their grading nominations very seriously and, more often than not, get it pretty right. We also review grading after the 5th round of competition and make adjustments where teams are either flogging everyone or are really struggling.
