While I firmly believe that those that smoke should take care of this
problem, I also firmly believe that they will not. Sorry smokers, I
just have this prejudice. Since this is the case, how about
setting up an adopt-a-highway type program, where individuals that use
the course regularly adopt a hole and/or tee? Sorry, I've never
played there and I know I won't (regularly, at least). Maybe someone
else can be the first.

a great way to keep your cigarette butts in check is to always carry an altoids tin with you or what might be cool, is get some stickers with the club stamp on...
