While I firmly believe that those that smoke should take care of this
problem, I also firmly believe that they will not. Sorry smokers, I
just have this prejudice. Since this is the case, how about
setting up an adopt-a-highway type program, where individuals that use
the course regularly adopt a hole and/or tee? Sorry, I've never
played there and I know I won't (regularly, at least). Maybe someone
else can be the first.
