Yes - your expenses are tax deductible. You would not be expected to pay for major vet care. But feeding, board, and any other expenses are definitely a donation. You can work with a weanling or an aged horse, depending on your preference. Just teaching a horse nice ground manners greatly enhances it's chances of a happy life!

You don't need to be a professional, just good with horses and experienced with green, rusty , or unbroke horses. There are horses of all ages and experience levels that need handling.
