General Description
Under the direction of the Area Director, supervise the day-to-day activities of animal health inspectors and administrative support staff within Area 2. Conduct inspections; perform administrative/clerical duties; complete routine and special reports; make recommendations on staffing and personnel actions. The Supervising Inspector is required to work occasional overtime (earning hour-for-hour compensatory time), travel extensively throughout the 20 counties in and around the Lufkin area, and occasionally overnight for meetings or training.
Essential Job Functions
· Make assignments; monitor livestock markets and serve as liaison with market owners/operators; make periodic inspections of markets in Area 2 and monitor inspectors’ performance and compliance actions. Fill in for inspectors and administrative support staff in their absence as necessary.
· Administer field activities including TRACE, compliance, inspections, swine, and feral swine activities.
· Participate in the agency’s emergency preparedness and response activities; maintain current knowledge of the agency’s role and responsibilities in emergency preparedness and response.
· Report and follow up on complaints.
· Participate in the staff hiring process; coordinate and provide training for staff. In conjunction with the Area Director, evaluate employee performance, counsel employees on work-related issues, administer disciplinary actions, and make recommendations for salary actions.
· Prepare routine and special reports; approve reports in compliance with agency policies and procedures such as weekly time reports, travel vouchers, work measures. Responsible for Area inventory maintenance.
· Serve as Area Safety Officer.
· Maintain Area Office operations in the absence of administrative support staff.
· Perform other related duties as assigned.
Minimum Qualifications
Education and Experience: Bachelor’s Degree with coursework related to the agency mission and minimum three (3) years experience as an animal health inspector or related field of work. Additional regulatory experience or experience in a livestock/animal health field may be substituted for the four-year degree on a year-for-year basis.
Knowledge, Skills and Abilities: Ability to perform all aspects of animal health inspector job duties. Ability to train, supervise and manage inspectors and administrative support staff. Must have or be able to attain thorough knowledge of regulations, policies, and procedures involved in the agency’s regulatory activities. Skilled in basic personal computer operations. Must have effective oral and written communication skills; ability to establish and maintain productive and professional working relationships with staff, associates, and the public; and, strong organizational, leadership, and planning skills. Ability to travel and work unusual hours as required.
Other: Position requires driving to duty points within and outside Area 2 using personal vehicle. Mileage reimbursed at $.35/mile. Must have valid Texas driver's license and safe driving record. Employment of the selected candidate is contingent upon the receipt of an acceptable Moving Violation Record (MVR) from the Texas Department of Public Safety.
