We teach C only. Some old-timers move to B with two outs.

That's how I was taught at Pro school. But in the high school mechanics manual it says that the base umpire stays in the C position. In the little league green...

A compromise position might be to do this.... with less than two outs use "C" position. with two outs use "B" position, reason for this is, any infield play...
