I agree with not offering these players arbitration. Maddux and Gagne are not worth the money they would get. Sele, Flood and Diaz are not needed. It's likely that all five would accept arbitration. They will still negotiate with Gagne and can negotiate with Maddux if they don't sign Zito or Schnidt. Lugo is unlikely to sign, so they will get draft picks.

Dodgers offer Lugo arbitration
Los Angeles, CA (Sports Network) - The Los Angeles Dodgers offered salary arbitration to free agent infielder Julio Lugo Friday night.
Lugo, who will most likely reject the offer and seek a multi-year contract with another club, finished the 2006 season with a .278 batting average, 12 home runs and 37 runs batted in.
Veteran pitcher Greg Maddux heads a list of five Los Angeles free agents not offered arbitration. Maddux, though, can still negotiate a deal with the Dodgers despite being declined arbitration, a change from previous years under baseball's collective bargaining agreement.
Other players not offered arbitration were pitchers Eric Gagne and Aaron Sele, outfielder Kenny Lofton and catcher Elinar Diaz.
