I don't know if a reward is in place. It is, after all, really easy to
create a manoeuvre. A possibility could be to make the Declaration more
expensive and then have some sort of interest payment, when the manoeuvre
was used. Unfortunately, I can't really see a fair way of balancing
Declaration cost, manoeuvre complexity and interest calculation.
